Subj: ASSIGNMENT OF NAVY OFFICER BILLET CLASSIFICATION (NOBC) CODES TO NAVAL RESERVE SUPPLY CORPS OFFICERS NOT ON ACTIVE DUTY

1. Purpose. This instruction establishes Supply-related NOBC assignment criteria and application procedures for Reserve Supply Corps officers not on active duty.

2. Cancellation. NAVSUPINST 1231.1K. This instruction combines the Assignment of NOBC Codes to Naval Reserve Supply Corps Officers Not On Active Duty instruction, and the Catalog of Training Courses for Supply Corps Reserve Officers and Enlisted Personnel.

3. Background. An NOBC is a general description of duties performed in a billet. NOBCs identify officer billet requirements, and also officer occupational skills acquired through education and experience. NOBCs also identify groups of officer billets which are similar but not necessarily identical in scope and nature of duties. Reference (a) more fully describes NOBC classifications.


4. Earning Required NOBCs.

a. General.

1) NOBCs may be earned in three ways. While on active duty, officers are assigned NOBCs by the Naval Personnel Command (NPC) based upon billet assignments. For inactive duty Naval Reserve officers, NOBCs may be attained through reserve participation when evaluated and certified by designated authority. Finally, NOBCs may be assigned based on civilian occupational experience and education. NOBCs earned through reserve participation or civilian experience must be requested on an individual basis by the officer concerned. For Reserve Supply Corps officers, approval by Naval Supply Systems Command (NAVSUP) is required.

(2) This instruction provides guidance for Reserve Supply Corps officers to obtain NOBCs required by the specific mobilization billet to which the officer is assigned. Emphasis is clearly placed on skill attainment. Applications for NOBCs are carefully evaluated to ensure the applicant has acquired the education, knowledge and skills necessary to perform the functions of the NOBC requested.

(3) Generally, NOBC applications are considered only when an officer is actually serving in a billet requiring the requested NOBC. However applications from individuals not serving in a billet requiring the NOBC will be considered if both the technical training and practical experience (military or civilian) were completed not more than three years prior to the date of the NOBC application.

b. Specific.

1) Enclosure (1), Section A, establishes criteria required to earn supply-related NOBCs. Section B of enclosure (1) lists sources for the recommended formal training and correspondence courses referenced throughout Section A. Qualifying courses are not limited to those suggested in this instruction. For

comparable courses or appropriate civilian technical training, a course description is required with the NOBC application. Enclosure (2) provides a sample format for requesting NOBCs under the provisions of this instruction.

(2) Courses used to meet the training requirements of an NOBC must have been completed not more than three years prior to the date of the NOBC application. However, waiver requests will be considered if the individual has continued to apply the skill acquired.

(3) Practical experience consists of 48 drills (one year) emphasizing the specialty and a two-week annual training (AT) at the gaining command. Emphasis is placed on NOBC-related "hands on" training. Appropriate civilian experience or additional ATs may be substituted for suggested practical experience. Documentation of civilian experience intended as a substitute for ATs must be provided with application. Specific ATs and drills in a specialty area may be used to substantiate only one NOBC.

(4) NOBC training is intended to parallel mission readiness outlined in COMNAVSURFRESFORINST 3502.1 (Series), Surface Master Training Plan. Therefore, training efforts should be directed to qualify for NOBCs directly related to the unit mobilization mission.

(5) Not all Supply-related NOBCs are listed in enclosure (1). Officers required to obtain an NOBC not listed in enclosure (1) should develop a training plan with the Reserve Unit Commanding Officer, the activity supported, and/or the Readiness Command Logistics Officer. The suggested training and experience criteria for related NOBCs in enclosure (1) may be used as a guide.

5. Application for Assignment of NOBC.

a. Application. Applications for assignment of Supply Corps NOBCs can be submitted by the individual following the format of enclosure (2) via email to the point of contact listed on the NPC Supply Corps Reserve Community NOBC webpage (http://www.npc.navy.mil/Officer/Pers44/SupplyCorps/ReserveCommunity/NOBC.htm). Email must include course titles and DATES of training courses. OR submit enclosure (2) via paper copy to:

Note: Paper copies must include a valid return address where the NOBC response can be sent. Supply officers not affiliated with reserve units will submit their applications to Commander, Naval Supply Systems Command (OP22A) via paper copy (at the above address) or email to pamela.j.bell@navy.mil using the format of enclosure (2).

b. Endorsements. Endorsements are not required: submit applications directly to NAVSUP OP22A.

c. Disposition. Approval action on each hard copy NOBC application will be forwarded to the Naval Reserve Personnel Center (NRPC Code 512) by NAVSUP, with copies to the appropriate Readiness Command and the officer making application. NOBC requests submitted via email will receive a return email with approval/disapproval and a copy to the REDCOM. A list of email approvals/disapprovals will be faxed to New Orleans.

6. Instruction Changes. NAVSUP will issue periodic changes to this instruction. Recommendations for changes are encouraged and should be forwarded to Naval Supply Systems Command (Code OP22A).

Administers and performs internal and contract auditing. Supervises appraisals of financial management, business activity, and related operations within the Naval establishment, and inspects records of contractors. 1205 AIR TRAFFIC OFFICER

Plans and directs air carrier and air terminal passenger, cargo, and mail traffic operations. Directs loading of traffic on military air transport. Exercises control of air traffic backlogs, including regular flights and special mission flights. Directs passenger service functions. Maintains liaison with local shippers to assure pickup, packing, and delivery of air cargo. Aids in determining routes, schedules, and loading methods.
