Plan 196

FREEDOM OF EXPRESSION THROUGH NEW AND OLD

LIBERTARIAN PUBLICATIONS

See also the advertisements on pages 4, 12, 13, 23, 28, 38, 39, 42, 45, 48, 62, 63, 74ff, 77, 78, 84, 104

It should hardly be necessary to assure my readers that so far no mass medium has republished any of the plans in my series. Thus the problem of communicating nonconformist peace and freedom proposals remains, For this reason I want to point out some of the projects for increased freedom of expression which have come my way:

"MEET THE LIBERTARIAN CONNECTION IT WILL TURN YOU ON TO SOMETHING NEW!

"Want to rap with same libertarians who believe that States always plunder, not protect, your life and property? Do your own thing by mail. Put your own bag uncensored, unedited in our magazine.

Head Our Way   the first one's free. Write to: Lisa Darin c/o R. Bobb, 5610 Smiley, Los Angeles, CA. 90016."

This project was further explained by a letter of August 27th, 68 and an October 68 article in FREE TRADE. Let me quote from the letter:

"Dear Friends,

I and members of a Los Angeles organization called SCARF (Society of Conspirators and Revolutionaries for Freedom) will be publishing a libertarian paper called the Libertarian Connection in approximately two months. It will be rather different from other libertarian publications A description follows.

"A subscriber to the Connection will pay a few dollars for a year   the exact amount must be determined after the first printing since we plan to sell it at cost. We expect the-long range benefits, which will be explained later, to be of prime importance and thus, to encourage maximum participation, we are selling at as low a price as possible. For his money a subscriber will not get a journal of articles; what ho will get is the right to contribute a fixed number of pages of his own material to each issue. The material he wishes to contribute will not be edited or changed in any way; in fact, there will be no editorial policy whatsoever.

He may write about any subject he wishes, in as organized or disorganized a manner as he wishes. He only needs to type his contribution on a certain type of mimeo stencil (which we will specify), send this in to the publisher, who will then print, collate, and send out the issue.

"The benefits of this system are many. First, a person will not have to worry about reject notices   his ideas will be printed (only restriction   nothing may be printed which will get the publisher arrested); next, he can easily comment on the ideas of others, thus encouraging free exchange. Also, a subscriber may use his space for advertising if he wishes; such advertising might include, for example, wanting to buy gold, LSD, wanting to locate bed partners, etc. This will create a large and accessible libertarian black market and make easy communication between libertarians a reality.

At presents groups of libertarians are relatively isolated from one another.

"Another benefit from this type of publication is that it encourages people to discuss half-formed and incomplete ideas, which can sometimes lead to much better ideas. This is something which cannot easily be done in the present libertarian journals.

"I invite you to contribute to our first issue. Any subject may be discussed in your material. Interesting topics for a first issue might be the libertarian scene in your area (the dope scene in your area would be of interest to many, also); ideas you may have for stopping the destructive power of States, progress in the fight far freedom, etc.

"In addition to needing writers, I will shortly need to place advertisements in strictly libertarian publications. What is your advertising rate? What restrictions do you place on ads? Also, what is your present circulation?

"Please feel free to make suggestions. Your help is greatly appreciated."

Signed : Lisa .Dawn.

PHILOSOPHY OF S.C.A.R.F.: "The Libertarian Connection will have no editorial policy. However, in order to give you an idea of what some of our articles will be like and the general direction we hope the

publication will be heading toward, we make the following short statement of philosophy:

"We are opposed to the existence of all coercive institutions including States. We believe the functions normally carried out by States in the area of protecting property and lives can be done more effectively by private companies and with a far smaller threat to our freedom. We are prepared to defend our freedom by all means necessary, including armed revolution." (No .1 was recently published. Zu.)

FREE TRADE (an offshoot of INNOVATOR) Box 34718,Los Angeles California 90034, after reprinting a letter similar to the one above and by the same author, commented (after unfortunately failing to mention Lisa Dawn's address:

"New libertarian publications are springing up in vast number. Since mutual advertising and other benefits far outweigh any competition, I would welcome all of them without reservation but for the fear that many, like so many in the past, will soon fade away.

"Several persons associated with INNOVATOR have commented that good articles (other than ideological education efforts) are even more difficult to get than paid subscriptions. I suspect that more little journals fold for lack of material than for any other reason. A few years ago Liberty Council of New England tried the same plan you contemplate. It soon folded. FREE TRADE, which publishes gratis, has printed almost everything received on the subjects you mention. The opposite approach might prove more successful: Set the subscription price rather high and give a substantial reduction or extension for acceptable article. In any case I recommend accumulating a substantial stockpile before beginning publication.

"A higher frequency   monthly or even fortnightly   would be better for encouraging informal communication but of course this requires even more writing and other effort."

"You might consider taking over an existing periodical, assuming you could locate one that is sufficiently similar to your plans and which is about to fold (in which case you could probably get it for the assumption of subscription liability). The advantage compared to starting a new one: the copies in circulation not only of that publication but of other periodicals and directories which advertise or list it, are a source of subscriptions for years to come.

"Libertarian periodicals, most of which probably have at least some readers of the kind you are seeking, are too numerous to list here. Scan back issues of Free Trade and Innovator, also the various directories. I am publishing your letter and my comments for possible value to others thinking of starting journals.

MORGAN EILAND."
