Please read them carefully and understand that they do not include all code requirements, but are summarized for an efficient guideline. Should a question arise, contact the building inspection department at (816) 866-2054. The City adopted effective March 4, 2009, the 2006 International Residential Code. All permits and inspections are based upon this version of the code, with minor revisions. The City requires permits and inspections for all construction. Please contact one of the Building Inspectors at (816) 866-2054 with any questions. PART I - PERMITS AND FEESIn order to obtain a building permit, the building inspector needs to review the building plans and site plan for building code and zoning regulations. The building plans shall show each of the following items:
A completed application for a building permit should accompany the drawings The review should not take more than five (5) working days for new plans. Mastered plans may take less time. Building permit fees are based on the total square footage of living space and will require separate fees for plumbing, electrical, and mechanical work as well. This permit is invalid if construction is not started within one hundred eighty (180) days of issuance. Residential permit fees are based on the finished square footage of the structure multiplied by $.60 and unfinished areas other than the garage at $.30. In addition to this fee, the average mechanical, electrical and plumbing permit cost is approximately $350.00 (based on a 2500 ft2 structure) but is dependent upon the actual work performed. Impact fees for water connections are $2,400.00 for a waterline 1” or less; sewer connections for that size line are $2,800.00. The water meter cost is $450.00 for all of the necessary materials, and a $150.00 deposit is required. These impact fees for water and sewer taps are a separate charge and will be paid prior to issuance of the permit. The applicant will be responsible for the water deposit and the water bill after the water tap and until a change of ownership has been recorded in City Hall. Anyone working in the City of Smithville is required to purchase an occupational license. Electrical, mechanical, and plumbers are required to be licensed in Kansas City, MO or Liberty, MO and or show proof of completing a master block testing in their discipline. The general contractor can also obtain a blanket occupation license which covers themselves, and any sub-contractor. (Electrical, Mechanical and Plumbing Sub’s must still submit proof of Master’s License) Site Plan Review Applications for one or two family dwellings, building permits shall include a site plan of the site to be built upon. A land surveyor licensed in the State of Missouri shall seal the site plan. The following information must be shown on the site plan and will be reviewed prior to the issuance of a building permit. The site plan should show the legal description, the property dimensions, all easements, existing and proposed buildings, lot corner, foundation and finished floor elevations, total square footage of the lot, total square footage of the structure, percentage of lot coverage, and dimensions from proposed building to property lines. |
