SUP. BURKE: BUT ARE THEY CANDIDATES THAT CAN DO A JOB OR ARE THEY PEOPLE WHO JUST LOST THEIR JOB SOMEWHERE ELSE AND ARE LOOKING FOR A PLACE TO FALL?


MICHAEL J. HENRY: WELL, WE BELIEVE THAT THEY ARE CANDIDATES THAT CAN DO THE JOB. WE HAVE SEVERAL THAT WE BELIEVE COULD DO THE JOB OF C.E.O. AND THEY'RE GOING TO MOVE THROUGH A PROCESS WHERE WE'RE GOING GO THROUGH THEIR BACKGROUND, THEY'RE GOING TO BE INTERVIEWED BY EXPERTS, INCLUDING DR. GARTHWAITE TO MAKE SURE THAT THEY CAN PERFORM THE JOB BUT IT IS DIFFICULT. I MEAN, WE DO NOT HAVE PEOPLE STANDING IN LINE WAITING FOR THIS PARTICULAR JOB. IT'S JUST ONE OF THE THINGS THAT WE HAVE TO DEAL WITH. IT IS A LOT OF UNCERTAINTY. BUT THE COURSE THAT WE'VE TAKEN IN TERMS OF FILLING THE POSITIONS IS TO MOVE FORWARD AS THE BOARD HAS DIRECTED, AS DR. GARTHWAITE HAS ASKED US TO DO, IS TO LOOK FOR THE BEST CANDIDATES AND THAT'S WHAT WE'RE GOING TO DO. THE OTHER THINGS WILL HAVE TO FALL IN PLACE.


SUP. BURKE: AND, YOU KNOW, AS WE IDENTIFY PEOPLE TO TAKE POSITIONS, I KNOW THAT I FIND IT VERY DIFFICULT TO URGE PEOPLE TO TAKE A POSITION IF THEY'RE GOING TO COME BEFORE THIS BOARD AND BE EMBARRASSED AND HARANGUED AND SUBJECT TO THE KIND OF PUBLIC REPRISALS THAT THEY RECEIVE OFTEN FROM THIS BOARD. I BELIEVE ONE OF THE FIRST STEPS WE HAVE TO HAVE IF WE'RE GOING TO GET TO GET TOP-NOTCH PEOPLE IS TO BE ABLE TO GIVE THEM SOME KIND OF ASSURANCE THAT, IF WE'RE UNHAPPY WITH THEIR PERFORMANCE, THAT WE HAVE A RIGHT TO DO THAT IN A CLOSED SESSION. NOW, THAT MEANS THAT EVERYONE DOESN'T GET TO SEE THE EXCITEMENT OF SOMEONE BEING DEMEANED BUT I BELIEVE THAT THAT'S THE ONLY WAY WE WILL GET TOP-NOTCH PEOPLE WHO ARE WILLING TO PUT THEIR REPUTATION ON THE LINE. NO ONE WANTS TO COME UP AND BE HUMILIATED AND CASTIGATED WEEK AFTER WEEK AFTER WEEK WHO IS A PROFESSIONAL. NOW, A PERSON WHO CAN'T GET A JOB ANYWHERE ELSE, THAT'S PART OF WHAT YOU HAVE TO DO. BUT A PERSON WHO HAS OPPORTUNITIES AND WHO HAS QUALIFICATIONS, THEY ARE GOING TO EXPECT TO BE TREATED LIKE A PROFESSIONAL. AND I DO THINK AT SOME POINT WE'RE GOING TO HAVE TO TALK ABOUT THAT AND WHETHER OR NOT, WHEN WE HIRE PEOPLE IN RESPONSIBLE POSITIONS WHO ARE TOP-NOTCH PROFESSIONALS, WE'RE GOING TO TREAT THEM LIKE PROFESSIONALS AND THEIR EXPECTATIONS. AND I DON'T KNOW WHETHER THIS WAS THE TIME TO BRING IT UP BUT, SINCE WE'RE TALKING ABOUT THESE ISSUES, I THINK THAT WE HAVE A LOT THAT WE HAVE TO REALLY CONSIDER.


DR. THOMAS GARTHWAITE: SUPERVISOR, I INTERVIEWED A CANDIDATE YESTERDAY AND THESE ISSUES YOU TALKED ABOUT PRECISELY CAME UP. THIS IS A CANDIDATE IDENTIFIED BY AN OUTSIDE FIRM THAT COMES VERY HIGHLY RECOMMENDED, IMPECCABLE REFERENCES, GREAT OPPORTUNITY FOR THE DEPARTMENT TO ADD TO ITS MANAGEMENT TEAM, AND THESE VERY ISSUES YOU'VE JUST SPOKEN ABOUT ARE CLEARLY ON THE MINDS OF CANDIDATES FOR NOT ONLY KING DREW MEDICAL CENTER BUT FOR OUR DEPARTMENT.


SUP. BURKE: I IMAGINE OTHER-- ALL THE HOSPITALS THAT WE HAVE, AND I HEAR EVEN OTHER DEPARTMENTS THAT IT'S ALSO AN ISSUE.


KAE ROBERTSON: AND SUPERVISOR, ONE OTHER COMMENT AS I'VE BEEN WALKING THE HALLS AT KING DREW MEDICAL CENTER, THE NURSING STAFF, I HAVE BEEN APPROACHED BY PEOPLE WHO TELL ME THEY'RE LEAVING BECAUSE THEY DON'T BELIEVE THEY WILL HAVE A FUTURE AT THIS HOSPITAL BASED ON WHAT THEY HEAR THE SUPERVISORS SAYING ABOUT THE HOSPITAL. SO THEY FEEL THE LACK OF SUPPORT AND IT IS ACTUALLY HURTING OUR RETENTION CAPABILITY AND, IF YOU NOTICE, OUR TURNOVER IS CONTINUING TO GROW.


SUP. KNABE: WELL, EXCUSE ME. I MEAN-- I MEAN THAT'S, YOU KNOW, I'M SURE THAT THAT HAPPENS BUT, ON THE OTHER HAND, WE HAVE HOSPITALS WITHIN OUR SYSTEM THAT THIS BOARD HAS VOTED TO CLOSE THAT WE DON'T HAVE THOSE ISSUES, RANCHO TO BE PARTICULAR. AND, IN EACH OF THOSE INTERVIEWS, WE TALKED ABOUT THIS SPECIFIC PROBLEM. THIS IS NOT NEW. AND WE HAD THE RESULT WHERE PEOPLE WERE DOING NOTHING AND ALLOWING THIS PROBLEM TO AGGRAVATE TO THE POINT THAT THIS FACILITY HAS LOST ITS ACCREDITATION. IT'S NOT WHAT SOMEBODY'S TALKING ABOUT IN THE HALLWAY OF A HOSPITAL, IT'S A PROVEN FACT THAT THE HOSPITAL WAS LOSING ACCREDITATION, THE MEDICAL SCHOOL WAS LOSING ACCREDITATION, THE TIMECARD FRAUD, PROFESSIONALS WHO WERE HIRED TO DO A GOOD JOB WERE BEING-- RIPPING OFF THE SYSTEM FOR WORK THAT WAS NOT BEING DONE AND HAD PROFESSIONALS SIGNING OFF ON THEIR TIMECARD FRAUD, I BELIEVE IT WAS SIX ADMINISTRATORS IN THE DEPARTMENT OF HEALTH SIGNED OFF ON THAT FRAUD AND THOSE ARE ALL UNDER CRIMINAL INVESTIGATION TODAY. THAT IS A FACT. DON'T SHOOT THE MESSENGER. WHAT WE WANT TO DO IS BRING IN A TEAM TO RESOLVE THIS ISSUE. OUTSOURCING IS A STRONG POSSIBILITY. BUT YOU HAD A SITUATION WHERE CAMDEN HAD COME IN AND DONE THE EVALUATION ANALYSIS OF NURSING. NAVIGANT KNEW ABOUT THAT. THAT'S NOT NOTHING NEW-- THAT ISN'T ANYTHING NEW. THEY HAD THAT INFORMATION. THEY HAD INFORMATION FROM THE ACCREDITATION REPORTS. THAT'S NOT ANYTHING NEW. WHEN YOU TALK TO THE HEADS OF THE VARIOUS MEDICAL SCHOOLS IN THIS COUNTY AND NEIGHBORING COUNTY, THEY KNEW ABOUT THE PROBLEMS AND WERE AWARE OF THAT. YOU HAD A SITUATION WHERE A NUMBER-- A COMPETITOR FOR THIS CONTRACT CAME UP WITH A PROPOSAL THAT THEY WOULD RESOLVE THIS ISSUE AND WOULD PAY BACK THAT FEE, PART OF THAT FEE IF THEY GOT THE CONTRACT IF THEY COULD DO THAT JOB. SOME PEOPLE ARE CRITICAL THAT WE DIDN'T HAVE A FAIR ASSESSMENT WHEN NAVIGANT GOT THAT CONTRACT BUT, PRIOR TO THEIR GETTING THE CONTRACT, WHEN THEY CAME INTO OUR OFFICES INDIVIDUALLY, WHEN THEY WERE HERE BEFORE THE BOARD OF SUPERVISORS, THEY WERE EXPLAINED WHAT THE PROBLEMS WERE, IT WAS GOING TO BE SERIOUS, THEY HAD ACCREDITATION FAILURES, THEY'RE GOING TO TURN IT AROUND. IT ISN'T ANYTHING NEW. SOME PEOPLE SAY, "WELL, MAYBE THIS IS LIKE A CONTRACT WHERE THEY'RE GOING TO GET ADDITIONAL EXTENSIONS AND ADDITIONS TO THAT CONTRACT." I DON'T KNOW. ALL I DO KNOW IS THAT WE HAVE A RESPONSIBILITY. I'VE BEEN CRITICAL OF THE DIRECTOR OF HEALTH WHEN HE'S NOT BEEN HERE, WHEN HE'S BEEN OUT OF THE COUNTY, OUT OF THE STATE. I BELIEVE WE HAVE A SERIOUS PROBLEM. IF MICHAEL FREEMAN WAS ON VACATION OR GIVING SPEECHES AROUND THE WORLD WHEN WE HAD THESE THESE FIRES IN OUR DISTRICTS, WE'D BE CRITICAL OF THAT. WELL, WE HAVE A FIRE AT M.L.K. THEY'VE LOST THEIR ACCREDITATION. WE HAVE TO SAVE IT. AND WHEN THE BOARD ASKED FOR HIM TO GO TO D.C. TO HELP YOU GUYS LOBBY FOR HEALTH MONEY, FOR MONEY FOR OUR HEALTH SYSTEM, HE HAD TO TAKE THE WEEK OFF, SO I DON'T THINK HE'S THAT COMMITTED. OKAY? THIS IS A MAN WHO'S PAID HANDSOMELY TO BE HERE. THIS IS PART OF HIS JOB. THERE WERE NO SECRETS. THE COMMUNITY KNEW VERY WELL WHAT WAS GOING ON. SO WHEN NAVIGANT SITS HERE AND SAYS IT'S MUCH MORE SERIOUS THAN WE KNEW, THEY'RE LYING TO YOU THROUGH THEIR TEETH SO DON'T BUY IT. BUT, OF COURSE, YOU EXPECT TO BUY IT BECAUSE YOU WANT TO BUY IT BECAUSE THEY SIT THERE AND THEN TELL YOU WHAT YOU WANT TO HEAR AND MAKE YOU FEEL GOOD. SUPERVISOR ANTONOVICH HAS CONSISTENTLY ASKED THE TOUGH QUESTIONS. YOU SHOULD BE ASKING FOR THE ANSWERS TO THOSE QUESTIONS AND YOU SHOULD NOT LET THEM LEAVE THIS PODIUM UNTIL THEY ANSWER THOSE QUESTIONS. AND FOR THE LAST BIT, TO REMIND YOU, THIS IS THE FIRST AND ONLY TIME NAVIGANT HAS ACTUALLY HAD THIS KIND OF CONSULTING JOB. THEY HAVE NOT ONCE DONE ANYTHING LIKE THIS YET.
