JUAN NUNEZ: JUAN NUNEZ. 2702 DEL MAR AVENUE IN THE CITY OF ROSEMEAD. I AM HERE TO TALK AGAINST THE PROPOSED WAL-MART THAT IS PROPOSED IN THE CITY OF ROSEMEAD. THE AREA, YOU KNOW WHERE THE AREA IS, CANNOT SUPPORT ANY MORE TRAFFIC. THERE'S-- IN THE AREA THERE, THERE'S A LOT OF STREETS THAT UNLOAD INTO JUST ONE STREET, WHICH WOULD BE DELTA ON THE WEST OF THE PROPOSED PROJECT, AND I MYSELF DON'T THINK THAT THE AREA WILL BE ABLE TO SUPPORT THAT MUCH TRAFFIC ANY MORE. FOR THAT REASON, I AM HERE. THE E.I.R. SAYS THAT IT HAS ANALYSIS PRESENTED BY THE E.I.R. INDICATES THAT THE PROPOSED PROJECT WILL HAVE CERTAIN SIGNIFICANT TRAFFIC, AIR QUALITY AND NOISE IMPACT THAT CANNOT BE MITIGATED. THEN, ON THE LAST PLANNING COMMISSION MEETING, WE WERE HANDED ANOTHER PAGE WHICH SAYS THE CALIFORNIA QUALITY ACT, C.E.Q.A., GENERALLY REQUIRES PUBLIC AGENCY TO DISCUSS AND MEASURE A POTENTIAL IMPACT OF A PROJECT. THE REPORT WAS NOT DESIGNED TO MAKE RECOMMENDATIONS FOR OR AGAINST A SPECIFIC PROJECT, WHICH PRESENT FACTS SURROUNDING THE PROPOSED PROJECT. THE CITY ATTORNEY, CITY CONSULTANT AND STAFF HAVE WORKED EXTREMELY HARD TO PRESENT BALANCED ENVIRONMENTAL ADVOCATES OF THE WAL-MART PROJECT. THEN IT GOES, "THE COMMISSIONERS FINDS THE E.I.R. CERTAIN DIAGRAMS OF THE PROSPECTIVE PROJECT DISCUSSED ALTERNATIVES AND ADDRESS ALL THE POTENTIAL IMPACT APPLYABLE TO DEVELOPMENT OF THE PROJECT. PLANNING COMMISSION ACTION ON THE E.I.R. ALSO WILL REQUIRE THE COMMISSION CONSIDER APPROVING FINDINGS, A MITIGATION MONITORING PROGRAM, AND STATEMENT OF OVERRIDING CONDITIONS FOR THOSE SHORT OR LONG-TERM IMPACTS THAT CANNOT BE MITIGATED, PHYSICALLY MITIGATED. THESE IMPACTS ARE CAUSED IN THE E.I.R. AND ARE INCLUDED IN THE AIR QUALITY PROJECT..."

BECAUSE YOU ARE THE REPRESENTATIVE OF THE FIRST DISTRICT, WE WOULD LIKE TO BRING YOUR ATTENTION TO THE WAL-MART PROJECT PLANNED IN ROSEMEAD. THE PROJECT SITE IS LOCATED ON THE SOUTH SIDE OF RUSH STREET BETWEEN WALNUT GROVE AVENUE ON THE EAST AND DELTA AVENUE ON THE WEST. THE SUBJECT PROPERTY ENCOMPASSES A TOTAL OF APPROXIMATELY 23.65 ACRES. THIS IS THE SOUTHERN PORTION OF ROSEMEAD AND ADJACENT TO UNINCORPORATED AREAS OF LOS ANGELES COUNTY THAT WILL HAVE A NEGATIVE IMPACT ON THE RESIDENTS OF THAT UNINCORPORATED AREA KNOWN AS SOUTH SAN GABRIEL. THE GREATEST IMPACT WILL BE ON TRAFFIC, AIR QUALITY, NOISE, AND EMERGENCY SERVICES. THE PROJECT IS PLANNED BY A COMPANY OWNED BY WAL-MART. THE INITIAL STUDY AND DRAFT E.I.R. WERE COMPLETED BY A COMPANY CHOSEN BY WAL-MART. IT IS NOT FAIR OR BALANCED. WE'RE PRESENTING YOU WITH COPIES OF A PETITION WITH 3,500 SIGNATURES OF PEOPLE FROM SOUTH SAN GABRIEL, ROSEMEAD, AND SURROUNDING COMMUNITIES WHO OBJECT TO THIS DEVELOPMENT. THE LOCATION IS NOT APPROPRIATE FOR RETAIL BUSINESS BECAUSE IT IS LARGELY RESIDENTIAL. IN ADDITION, THERE ARE TWO SCHOOLS IN CLOSE PROXIMITY. ONE IS RICE ELEMENTARY SCHOOL ON RUSH STREET AND THE OTHER IS DON BOSCO HIGH SCHOOL ON SAN GABRIEL BOULEVARD AT DELTA AVENUE. WE ARE OFFICIALLY REQUESTING YOUR SUPPORT AND REPRESENTATION TO OBJECT AND PROTEST THE PROJECT. PLEASE COME TO VIEW THE SITE AND ATTEND OUR GRASSROOTS MEETINGS TO HEAR OUR CONCERNS. ALTHOUGH THE DEADLINE TO RESPOND TO THE DRAFT E.I.R. HAS PASSED, WE MUST PREPARE OBJECTIONS TO PRESENT AT THE PUBLIC HEARING BEFORE THE ROSEMEAD PLANNING COMMISSION. THE FREEWAY WAS CLOSED FOR EIGHT HOURS. THAT MIGHT HAVE SOMETHING TO DO WITH MAYBE PEOPLE COMING HERE, BUT IT WAS TRAGIC. THE DRIVER JUMPED OUT, ONLY TO FIND OUT THIS MAN DID NOT HAVE A LICENSE TO DRIVE AN 18-WHEELER. THIS IS SOMETHING THAT'S GOING TO BE HAPPENING QUITE FREQUENTLY IF WAL-MART IS ALLOWED TO COME DOWN THE STREET FROM WHERE WE LIVE. BEING IN SOUTH SAN GABRIEL, WE ARE SANDWICHED BETWEEN THE 60 FREEWAY WHERE THESE TRUCKS COME AND THE WAL-MART, WHICH WOULD BE DOWN THE HILL FROM WHERE WE LIVE. I DON'T-- THIS IS MY REPRESENTATIVE-- I MEAN, THIS IS MY SUPERVISOR THAT'S ON THE PHONE, SO I THINK I'LL JUST WAIT. CAN YOU PLEASE STOP THE CLOCK? THAT CAME OUT THAT SAID THAT, REGARDING THE EARTHQUAKE, THERE WAS LITTLE SIGNIFICANCE OF-- AND THE GEOLOGISTS HAVE TOLD US THAT THERE IS AN ACTIVE FAULT CALLED THE ALHAMBRA WASH FAULT THAT CUTS THROUGH THE ENTIRE PROPERTY IN A NORTH/SOUTH DIRECTION. AND THERE WAS A-- AS YOU RECALL ON OCTOBER 1ST, 1987, THE WHITTIER EARTHQUAKE, 5.9. AND ITS EPICENTER WAS DIRECTLY ACROSS THE SITE. AND THE GEOLOGISTS TELL US THAT EARTHQUAKES FOLLOW THE SAME PATH WHERE THE FAULT EXISTS, AND THIS FAULT HAS BEEN PROVEN TO EXIST ON THIS SITE. YET THE REPORT SHOWS THERE'S NO SIGNIFICANCE. ADDITIONALLY, THIS PROPERTY IS ALSO IN THE LIQUEFACTION ZONE, AND THE GEOLOGISTS THAT MADE THE REPORT SAID THERE WAS LITTLE SIGNIFICANCE BECAUSE THE TOP FIVE FEET WAS SOLID DIRT. THE GEOLOGIST TELLS US THAT THE WATER LEVEL UP TO 30 FEET IS A MAJOR FACTOR IN LIQUEFACTION, YET NO STUDY WAS DONE, AND THEY MAKE A REPORT THAT SAYS THERE IS LITTLE SIGNIFICANCE. AND THESE ARE THE TOPICS THAT REALLY CONCERN US, BECAUSE WE WOULD LIKE TO HAVE THE SUPERVISORS LOOK INTO THIS BECAUSE WE HAVE NO VOICE. THANK YOU.


SUP. KNABE, CHAIR: FIRST OF ALL, YOU DO HAVE A VOICE IN THE SENSE THAT THE D.E.I.R., I ASSUME, THAT'S A DRAFT OF THE ENVIRONMENTAL IMPACT REPORT. THE COMMENTS, AS RELATES FROM HER PUBLIC MEETING THAT SHE'S GOING TO BE HOLDING, YOUR COMMENTS SHOULD BE ADDRESSED AT, AND THEN THEY HAVE TO COMMENT ON EACH AND EVERY ONE OF THOSE. OKAY. THERE'S A WHOLE PROCESS, A PUBLIC PROCESS THAT HAS TO BE DONE. SO WHAT YOU'RE SAYING IS OF GREAT INTEREST AND SHOULD BE PART OF THE D.E.I.R. AS YOU RESPOND TO THAT, THEN THEY HAVE TO RESPOND BACK IN A FINAL E.I.R. TO ALL THE QUESTIONS AND CONCERNS RAISED BY-- BUT, ULTIMATELY, THE VOTING RESPONSIBLE WILL BE THE CITY OF SAN GABRIEL, BUT OBVIOUSLY THE COUNTY, BECAUSE OF THE UNINCORPORATED AREA, WILL HAVE SOME IMPACT ON THE INPUT.

AS A REGISTERED NURSE LIVING IN THE AREA AFFECTED BY THE PROPOSED WAL-MART, I MUST COMMENT ON THE EFFECT IT WILL HAVE ON AIR QUALITY. THAT'S ANOTHER ONE OF THE THINGS WE ARE REALLY WORRIED ABOUT. THE DRAFT E.I.R. IS QUITE CLEAR IN STATING THAT THE PROJECT- RELATED OPERATIONAL EMISSION PROJECTIONS FOR CARBON MONOXIDE, REACTIVE ORGANIC GASSES AND OXIDE AND NITROGEN WILL HAVE ADVERSE AIR QUALITY IMPACT. IT IS ALSO VERY EXPLICIT ON THE HEALTH EFFECTS OF SHORT AND LONG-TERM EXPOSURE, INCLUDING DIFFICULTY IN BREATHING, EVEN FOR HEALTHY INDIVIDUALS. ONE CAN THEN IMAGINE THE EFFECTS ON THE SO-CALLED SENSITIVE RECEPTORS DEFINED IN THE E.I.R. AS THE ELDERLY, THE YOUNG, AND THE INFIRM. WORKING IN A HOSPITAL, I'VE SEEN MANY ELDERLY PEOPLE WITH CHRONIC RESPIRATORY DISEASES STRUGGLING TO CATCH EACH BREATH, AND, YES, I HAVE SEEN THEM DIE. THE PROBLEM IS THEY WERE REAL PEOPLE LIKE YOU AND ME WITH A FAMILY THAT LOVED THEM. THEY WEREN'T JUST SENSITIVE RECEPTORS. MAYBE YOU CAN SEE WHY I HAVE SUCH A CONCERN. THE AREA TARGETED HAS MANY HOMES WITH PEOPLE WHO LIKE TO WALK. YOU WILL OFTEN SEE PEOPLE OUT THERE WALKING. WILL THE RISK OUTWEIGH THE BENEFIT? DO WE COUNT? WHAT ABOUT THE CHILDREN PLAYING AT RECESS AND THE RESIDENTS OF THE CONVALESCENT CENTERS AND THE SENIOR HOUSING FACILITIES? DO THEY COUNT? THE DRAFT E.I.R. STATES, EVEN AFTER ALL FEASIBLE MITIGATION MEASURES, THE IMPACTS ON AIR QUALITY REMAIN SIGNIFICANT AND UNAVOIDABLE. THIS PROJECT SHOULD NOT BE APPROVED. THAT'S ONE OF THE MAIN REASONS THAT WE ARE OPPOSING IT AND REQUEST THE COUNTY'S HELP.
