NUMBER ONE, WHEN THE SHERIFF FIRST INITIATED THE CIRCULATION OF THE PETITION, NEITHER THE DISTRICT ATTORNEY'S OFFICE NOR ANY OTHER OFFICE OTHER THAN THE SHERIFF'S DEPARTMENT WAS INCLUDED IN THAT MEASURE FOR ANY FUNDING WHATSOEVER. DISTRICT ATTORNEY CAME TO ME AND TO OTHERS ON THIS BOARD AND TO THE SHERIFF AND ASKED TO BE INCLUDED. HE HAS BEEN INCLUDED. IT IS-- WHETHER THERE WAS A SPECIFIC AMOUNT, A PERCENTAGE AMOUNT THAT HE WOULD BE GUARANTEED OR NOT, I DON'T THINK IS REALLY NECESSARILY THE DISTRICT ATTORNEYS' INTEREST. HE MAY GET MORE THAN 3-1/2% OF THE 6% THAT'S CARVED OUT FOR THE DISTRICT ATTORNEY, PROBATION AND THE OTHER DEPARTMENTS. I THINK IT'S IN OUR INTEREST TO LEAVE SOME FLEXIBILITY, AND I THINK IT'S IN THE DISTRICT ATTORNEY'S INTEREST, TO LEAVE SOME FLEXIBILITY TO MOVE THE PERCENTAGES AROUND. HAVING SAID THAT, AS FAR AS MAINTENANCE OF EFFORT IS CONCERNED, IF WE HAD A MAINTENANCE OF EFFORT FOR EVERY SINGLE FUNCTION THAT IS NOW ELIGIBLE FOR FUNDING IN THIS MEASURE, WE MIGHT AS WELL THROW THE BUDGET PROCESS OUT THE WINDOW. I WOULDN'T SUPPORT IT AND I DON'T KNOW IF THERE WOULD BE THREE VOTES, LET ALONE FOUR VOTES TO SUPPORT IT. I THINK THAT THE DISTRICT ATTORNEY IS FAR BETTER OFF WITH THIS MEASURE IF IT PASSES THAN HE IS WITHOUT IT. HE HAS TO MAKE THE JUDGMENT CALL OF WHETHER THAT'S THE CASE BUT, IN MY OPINION, HE IS, BECAUSE, BEFORE WE GOT INTO THIS BUSINESS, THERE WAS NOTHING IN HERE FOR THE DISTRICT ATTORNEY. NOW THERE'S AS MUCH AS 6% UNDER THIS CARVE-OUT. IT WON'T BE 6%. IT WILL BE SOMETHING ON THE ORDER OF 3-1/2, 4% BUT IT'S THERE. SO I APPRECIATE THE DISTRICT ATTORNEY'S COMMENTS. I'M SORRY THAT HE FEELS THE WAY HE DOES BUT I THINK, UPON REFLECTION, YOUR OFFICE OUGHT TO CONSIDER THE UPSIDE OF THIS AND NOT JUST THE DOWNSIDE. I THINK, IN THIS CASE, THE GLASS IS FAR MORE FULL THAN IT IS EMPTY FOR YOUR OFFICE, AS IT IS FOR THE PROBATION, AS IT IS FOR THE PUBLIC DEFENDER AND THE ALTERNATE PUBLIC DEFENDER. SO I'M NOT INCLINED TO MODIFY IT. I THINK THE C.A.O. HAS DONE A GOOD JOB IN LEAVING US THE FLEXIBILITY TO DEEPEN MORE THAN WE MIGHT HAVE OTHERWISE-- THAT YOU MIGHT HAVE OTHERWISE BARGAINED FOR.


SUP. BURKE: MR. CHAIRMAN, I WOULD JUST SIMPLY STATE, THIS IS JUST ONE OF THE PROBLEMS WHEN YOU HAVE REVENUE THAT COMES IN THAT'S SUBJECT TO CYCLICAL CHANGES. ALL OF US IN ANY DEPARTMENT THAT WILL BE RECEIVING MONEY HAS TO RECOGNIZE THAT IT'S NOT FOREVER. WE GO THROUGH CYCLICAL CHANGES IN TERMS OF OUR ECONOMY. THERE'S NOTHING WE CAN DO ABOUT IT. SALES TAX GOES UP, SALES TAX COMES DOWN, AND THE REALITY IS THERE WILL BE SOME PEOPLE WHO MAY BE BROUGHT ON THAT WE'LL NOT BE ABLE TO GUARANTEE TO THEM THAT WE'LL ALWAYS BE THERE BECAUSE THERE MAY NOT BE MONEY TO PAY THEM. BECAUSE THIS IS SALES TAX. IT'S LIKE EVERY OTHER REVENUE. IT'S LIKE PROPERTY TAX. IT'S LIKE EVERYTHING ELSE. WE CANNOT GUARANTEE THAT IT'S GOING TO BE THERE. AND-- BUT ONE OF THE THINGS THAT IS HERE IS THAT THE DISTRICT ATTORNEY WILL BE CARED FOR AND WILL BE PROVIDED FUNDS BASED UPON WHAT'S AVAILABLE WHEN IT'S AVAILABLE, AND THIS IS-- I WOULD HOPE THAT HE WOULD RETHINK THIS. THIS IS-- ALL OF US ARE TAKING A LEAP OF FAITH IN THIS ENTIRE PROCESS, BUT WE'VE DECIDED WE'RE GOING TO VOTE FOR IT, AT LEAST I'VE DECIDED I'M GOING TO VOTE FOR IT BECAUSE I THINK THAT IT'S NECESSARY, BUT I RECOGNIZE IT HAS MANY, MANY ISSUES THAT WE HAVE TO FACE, AND THERE'S NO SECURITY IN IT. IT'S ONLY AN ATTEMPT TO MEET A PROBLEM WITH WHAT YOU HAVE AVAILABLE.

I JUST GOT THE NEW-- ACTUALLY, IT'S NOT SO NEW EDITION OF YOUR PROPOSAL THIS MORNING AND DID NOTE SOME OF THE CHANGES. ONE OF THE CHANGES WAS THE EXTENSION OR, ACTUALLY, CHANGING IT FROM 10 YEARS TO 15 YEARS-- FROM 10-- FROM 15 YEARS TO 10 YEARS, SOMETHING THAT MY CITY FINDS A BIT PROBLEMATIC IN THAT THE MONEY THAT WE WOULD BE GETTING WOULD BE FOR FACILITIES AND IT'S MUCH BETTER IF YOU HAVE A 15-YEAR ASSURED TAX RATHER THAN 10-YEAR. HOWEVER, I DO SEE IN THIS PROPOSAL THAT YOU CAN VOTE WITH A SUPER MAJORITY TO CONTINUE IT. BUT THE THING WE HAVE THE MOST PROBLEM WITH IS HAVING THE CITIES OF L.A. AND LONG BEACH ON THE OVERSIGHT COMMITTEE. THEY'RE ALREADY REPRESENTED BY INDEPENDENT CITIES AND THEY'RE ALREADY REPRESENTED BY THE LEAGUE OF CALIFORNIA CITIES, TWO ENTITIES WHICH I THINK CAN REPRESENT THEM QUITE WELL. I HAVE A SUGGESTION, IF YOU'RE INTERESTED. IF, IN FACT, YOU WANT THIS TO PASS, IF YOU WANT THE TWO-THIRDS OF THE VOTERS THAT NEED THIS TO PASS, WHY DON'T YOU HAVE A CITIZEN WHO CAN BE ELECTED BY THE BOARD OF SUPERVISORS ON A ROTATING BASIS AND A MEMBER OF THE HOWARD JARVIS TAXPAYERS ASSOCIATION ON THIS OVERSIGHT COMMITTEE, AS WAS THE CASE IN THE B.B. BOND THAT THE SCHOOL DISTRICT PASSED. THIS WOULD HELP TO ENSURE OR HELP GIVE CITIZENS CONFIDENCE THAT, IN FACT, SOMEONE WHO WAS LOOKING OUT FOR THEM WAS REPRESENTING THEM ON THIS OVERSIGHT COMMITTEE. THIS IS JUST A SUGGESTION BUT I THINK, IN FACT, IF YOU REALLY WANT TO PASS THIS, GOING BEFORE THE VOTERS AND SAYING, "WELL, LONG BEACH AND L.A. ARE GOING TO BE ON THE OVERSIGHT COMMITTEE" WHEN THEY'RE ALREADY REPRESENTED BY THE INDEPENDENT CITIES AND THE LEAGUE OF CALIFORNIA CITIES, I THINK WOULD GO A LONG WAY INTO GETTING THIS PASSED. OTHER THAN THAT, I DO APPROVE OF THE REST OF THE MEASURE.

MONICA HARMON: GOOD MORNING. I AM HERE TO STRONGLY URGE YOU TO VOTE "YES" AND PLACE THIS PUBLIC SAFETY AND HOMELAND SECURITY INITIATIVE ON THE NOVEMBER BALLOT. I'M SPEAKING ON BEHALF OF A GROUP OF MOTHERS OF L.A.P.D. OFFICERS. I KNOW SOME OF YOU HAVE CHILDREN, SO YOU CAN WELL IMAGINE WHAT WE GO THROUGH AS PARENTS KNOWING THAT OUR DAUGHTERS AND SONS ARE OUT IN THE FIELD, ESPECIALLY IN SOUTH L.A. LAST YEAR, MAYOR HAHN ASKED ALL THE NEIGHBORHOOD COUNCILS TO SUBMIT FIVE ISSUES, IN ORDER OF PRIORITY, THAT AFFECTED THEIR COMMUNITY AND, ACROSS THE BOARD, PUBLIC SAFETY WAS NUMBER ONE. FOR FAR TOO LONG, WE'VE LAGGED BEHIND THE FOUR OTHER BIG CITIES IN HAVING FEW OFFICERS PER CAPITA. CHIEF BRATTON HAS DONE A REMARKABLE JOB WORKING MORE WITH LESS, AND THIS INITIATIVE IS OUR ONLY HOPE TO GET THE L.A.P.D. OFFICERS THAT WE DESPERATELY NEED. TOO MANY BLACK AND WHITES ARE SITTING AT POLICE STATIONS, AND WE NEED THOSE VEHICLES OUT IN THE FIELD TO DETER CRIME. CRIMINALS TODAY ARE MORE BRAZEN THAN EVER. THEY BLATANTLY DISRESPECT OUR OFFICERS, THEY SHOOT AT THEM, THEY ASSAULT THEM AND, JUST A COUPLE OF WEEKS AGO, RAMMED ONE OFF HIS MOTORBIKE ON THE ROAD. LAW ENFORCEMENT OFFICERS ARE VERY COURAGEOUS AND IT IS AN ADMIRABLE CAREER AND WE NEED TO SUPPORT THEM. NO ONE WILL WORK AS HARD AS WE WILL TO CAMPAIGN IF YOU PLACE THIS ON THE NOVEMBER BALLOT. ALAN CLAYTON: MY NAME IS ALAN CLAYTON. I'M HERE REPRESENTING THE L.A. COUNTY CHICANO EMPLOYEES ASSOCIATION. WE HAVE OVER 200 PROBATION MEMBERS. WE'RE VERY PLEASED THAT THE BOARD OF SUPERVISORS HAS RECOGNIZED THE ROLE THAT PROBATION PLAYS AS A FRONTLINE LAW ENFORCEMENT AGENCY, INCLUDED THEM IN THE FUNDING. I THINK THE HISTORY OF PROBATION IS A PROUD HISTORY OF BASICALLY BEING OUT THERE ON THE FRONT LINE AND PROTECTING AND SERVING THE PUBLIC. I WANT TO GIVE AN EXAMPLE OF SOME OF THE PROGRAMS. THE GANG SUPERVISION PROGRAM MONITORS 890 GANG MEMBERS AGGRESSIVELY. 86% OF THESE MEMBERS COMPLETE PROBATION WITHOUT RE-OFFENDING. THERE'S ALSO OVER 300 CONTACTS WITH THE SCHOOLS, 350 CONTACTS WITH PARENTS EACH YEAR. THE C.L.E.A.R. PROGRAM, 4,000 PROBATION SEARCHES, CONFISCATED 140 FIREARMS. THEY DISARMED, 7,000 SEARCHES. 600 JUVENILES AND 2,400 ADULTS UNDER PROBATION ARRESTED FOR VIOLATIONS. ALL OF THESE PROGRAMS ARE FRONTLINE LAW ENFORCEMENT PROGRAMS WHERE THEY WORK, AND THEY'RE SWORN PEACE OFFICERS, WITH OTHER FRONTLINE LAW ENFORCEMENT AGENCIES TO EFFECTIVE FIGHT CRIME AND ALSO DEAL WITH REHABILITATION. I HOPE THAT YOU VOTE ON THIS TODAY AND WE SUPPORT PROBATION BEING IN IT AND WE THANK YOU VERY MUCH FOR YOUR SUPPORT.

THE HOLLYWOOD CHAMBER OF COMMERCE ENCOURAGES THE BOARD OF SUPERVISORS TO PLACE THE HALF CENT SALES TAX MEASURE ON THE NOVEMBER BALLOT AND, IN ADDITION, TO DEDICATE A PORTION OF THE FUNDS TO REOPEN THE HOLLYWOOD COURTHOUSE LOCKUP FACILITY WHICH WAS CLOSED, SADLY, IN 2002. THE SHERIFF'S EARLY RELEASE POLICY HAS LED TO COMMUNITY SUPPORT FOR MORE FUNDING FOR DEPUTIES TO STAFF THE JAILS. THE HOLLYWOOD COMMUNITY HAS A LARGE MISDEMEANOR CRIMINAL POPULATION, INCLUDING PROSTITUTES, NARCOTICS USERS, AND TRANSIENTS WHO COMMIT CRIMES. THE RECENT DOUBLE HOMICIDE NEAR SUNSET BOULEVARD BY A TRANSIENT DRAWN TO HOLLYWOOD ILLUSTRATES THE IMPORTANCE OF BEING ABLE TO CERTAIN DEFENDANTS IN CUSTODY BECAUSE OF THE RISK THEY POSE TO THE COMMUNITY VERSUS RELEASING THEM TO THE STREETS. A SAFER HOLLYWOOD WOULD RESULT IN AN INCREASE IN SALES TAX WHICH, IN TURN, MAY LEAD TO INCREASED REVENUES FOR THE WHOLE COUNTY UNDER THIS SALES TAX PROPOSAL. THUS, THE HOLLYWOOD BUSINESS COMMUNITY STRONGLY SUPPORTS THE REOPENING OF THE HOLLYWOOD LOCKUP FACILITY AND WOULD BE MORE LIKELY TO SUPPORT THIS BALLOT MEASURE ITSELF IF THIS IS DONE. E.T. SNELL: YEAH. MY NAME IS E.T. SNELL. I'M A COMMUNITY ACTIVIST. CRIME IS ONE OF MY FAVORITE SUBJECTS. I'VE DONE ABOUT 25 YEARS IN INSTITUTIONS, BOYS' HOMES, AND UP THE LINE. UNTIL I WAS DIAGNOSED WITH A.D.D. AND BIPOLAR, DID VERY LITTLE-- VERY FEW THINGS MEAN ANYTHING TO ME. YOU KNOW, FOLKS, I REMEMBER-- AND WE DO NEED LAW ENFORCEMENT. I REMEMBER WHEN SHERMAN BLOCK SLIPPED IN THE SHOWER DURING THE ELECTION, THE SHERIFF'S ELECTION WITH LEE BACA, AND HE WAS SO FAR UNDER, IT WAS TRUE TO ME-- IT WAS OBVIOUS TO ME THAT GOD HAD HIS HAND IN THAT ELECTION, AND I DON'T SAY THAT IN DISRESPECT TO SHERMAN BLOCK, I SAY THAT IN RESPECT TO LEE BACA AND HOW HE WON, AND IT WAS TRULY GOD'S HAND. YOU KNOW, I LOOKED FOR SIGNS, AND I SAYS, YOU KNOW, GOD'S GOT TO HAVE HIS HAND IN THIS THING. AND I WATCHED THE POPULATION IN THE L.A. COUNTY JAIL JUMP IN THE MENTALLY ILL DEPARTMENT. IT, ALMOST OVERNIGHT, DOUBLED. IN OTHER WORDS, SOMEBODY, SOMEBODY, AND IT JUST HAPPENED TO BE LEE BACA, WHO HAD TAKEN ISSUES OF MENTAL HEALTH. I REMEMBER WHEN INMATES LIKE MYSELF USED TO TAKE AND THEY PUT A RED BAND ON YOUR ARM AND THEY CALLED IT A DING CHANK TRUSTEE AND ESCORT THE MENTALLY ILL PEOPLE AROUND. THE THINGS THAT WENT ON IN THERE WERE APPALLING AND I'LL BE TO POLYGRAPH ANY OF THE THINGS THAT I'VE EVER SAID TO YOU SUPERVISORS OR STUPID-VISORS, IN SOME CASE. ANYTHING THAT I'VE EVER BROUGHT TO YOU, YOU KNOW, THAT STOPPED. THE MENTALLY ILL PEOPLE WERE NO LONGER ESCORTED BY RED BAND TRUSTEES. YOU KNOW, THE SEVEN DOLLAR CHARGE AT THE COUNTY JAIL FOR PARKING IS NOT LEE BACA'S. THE OUTSIDE OF THE COUNTY JAIL IS NOT LEE BACA'S. THAT WAS PREVIOUSLY GLORIA MOLINA AND THE BAIL BONDSMAN. AND, BY THE WAY, EIGHT STATES-- GLORIA, YOU KNOW YOU HAD THAT AREA. IT'S ALL DIRTY DOWN THERE.

THE THREE MOST COMMON ARE A.D.D., A.D.H.D., AND BIPOLAR. I SUPPORT THIS MEASURE AND I WOULD ALSO LIKE TO SEE SOME OUTSIDE MONITORING TO MAKE SURE THAT THE MONEY IS NOT NECESSARILY SPENT ON ALL POLICE EQUIPMENT. AND ANOTHER REASON WE NEED IT IS WE'RE AT WAR RIGHT NOW. WE'VE GOT SOME TERRORIST ACTIVITIES. WE NEED TO SUPPORT OUR SHERIFFS, MRS. BURKE, AND WE REALLY NEED TO GET THIS THING IN LINE AS FAR AS THE MENTAL HEALTH ISSUES. AN OUNCE OF PREVENTION IS WORTH A TON OF CURE. THANK YOU FOR YOUR TIME.
