ANDREA GORDON: MY NAME IS ANDREA GORDON I'M THE PRESIDENT OF LOCAL 1967. I REPRESENT THE PROBATION DIRECTORS AND IN THE PROBATION DEPARTMENT. WE APPRECIATE THE DIFFICULTY THAT HAS BEEN ENCOUNTERED WITH REGARDS TO THE WAY THE A.B. 109 LAWS WERE WRITTEN AND THE DIFFICULTIES IT IMPOSES ON THE COUNTY. WE ARE VERY CONCERNED, HOWEVER-

ANDREA GORDON: THANK YOU. WE HAVE DIFFICULTY WITH THE FACT THAT THERE IS A LAYOFF PLAN IN MOTION IN THE PROBATION DEPARTMENT WITH REGARDS TO SOME OF THE POSITIONS THERE. WE ARE IN THE PROCESS OF REALLOCATING STAFF FROM CURRENT ASSIGNMENTS IN ORDER TO COVER THE UPCOMING WORKLOAD OF A.B.109. AND IN THE PROCESS OF HIRING AND/OR PROMOTING PEOPLE TO COVER THE POSITIONS THAT WILL BE NEEDED BY A.B.109. THIS SEEMS TO BE IN CONFLICT WITH EACH OTHER. AND WE'D LIKE THE BOARD TO CONSIDER THE SITUATION WITH ITS INSTRUCTIONS FOR LAYOFF, PROMOTION AND HIRING ALL AS IT RELATES TO A.B.109. THANK YOU VERY MUCH.

ONE THING IN THE A.B. 109 THAT I WANT YOU GUYS TO REALIZE IS THAT THESE PEOPLE THAT ARE COMING HOME FROM PRISON ARE ACTUALLY REAL HUMANS AND DON'T JUST HAVE YOUR PLANS SET UP FOR THEM TO GO RIGHT BACK TO JAIL. WHEN THEY GET OUT OF PRISON, THEY NEED ID'S AND THEY NEED BIRTH CERTIFICATES AND THEY NEED BUS PASSES, THINGS TO GET BACK TO TRANSITION BACK INTO SOCIETY, NOT JUST THE 200 DOLLARS THAT YOU GUYS ARE GOING TO SEND THEM HOME WITH. THAT'S NOT GOING TO BE ENOUGH. THAT'S WHY EVERYBODY'S SO SET ON THEM GOING BACK TO PRISON AS SOON AS THEY GET OUT. EVERYBODY'S NOT PREPARED FOR THEM TO GO BACK TO PRISON AS SOON AS THEY GET OUT. YOU KNOW, THE COMMUNITY IS HERE AND WE'RE GOING TO BE THE ONES HELPING THEM. SO I JUST WANT YOU GUYS, IN YOUR PLAN, IMPLEMENT SOME BUS PASSES AND IDS AND THINGS LIKE THAT FOR THE PEOPLE WHO ARE COMING HOME FOR RE-ALIGNMENT. THANK YOU. [APPLAUSE.]

JAYTON DAVIS: MY NAME'S JAYTON DAVIS. AND I'M HERE TO REPRESENT THE YOUTH JUSTICE COALITION ON BEHALF OF A.B.109. I BELIEVE THAT THE PEOPLE WHO ARE COMING HOME, THEY NEED ESSENTIALLY THEIR IDS AND SCHOOL TRANSCRIPTS AND ANYTHING TO HELP THEM GET BACK INTO THE WORKING FIELD OR INTO THE COMMUNITY. I THINK THEY SHOULD KNOW ABOUT ALL THE ORGANIZATIONS. I COULD HELP THEM WITH FINDING FUNDING, I MEAN FOOD STAMPS OR ANY TYPE OF HEALTHCARE OR WELFARE. THAT'S IT.


STACEY JOHNSON: MY NAME IS STACEY JOHNSON AND I'M A PRODUCT OF A NEW WAY OF LIFE REENTRY PROJECT. I WAS RECENTLY RELEASED FROM PRISON. AND A NEW WAY OF LIFE HAS OPENED DOORS FOR ME TO GET MY BIRTH CERTIFICATE, MY ID, OPENED DOORS FOR ME TO FURTHER MY EDUCATION. AND I THINK WE NEED MORE PROGRAMS LIKE THAT IN THE COMMUNITY.

FANYA BARUTI: YES. MY NAME IS FANYA BARUTI. I'M THE ORGANIZER FOR ALL OF US. PART OF THE NEW WAY OF LIFE REENTRY PROJECT. AND I WAS JUST THINKING ABOUT WHAT YOU SAID EARLIER CONCERNING THE PLAN WAS NOT A ROAD MAP. WELL IT'S NOT A ROAD MAP BECAUSE OF THE FACT THAT THERE'S A COMMUNITY CORRECTION PARTNERSHIP. AND YOU HAVE LIKE ONE C.B.O. ENTITY INVOLVED IN THAT PROCESS OF PLANNING. YOU SPEAK OF PLANS BEING IN PLACE. C.B.O.S ARE IN PLACE. HAVE BEEN IN PLACE AND WILL STAY IN PLACE IRREGARDLESS IF WHERE INCLUDED IN THIS. BUT I JUST WANT YOU TO BE MINDFUL THAT COMMUNITY-BASED ORGANIZATIONS THAT HAS TRANSITIONAL HOMES TO HOUSE PEOPLE ARE NOT JUST THERE TO HOUSE PEOPLE, WE'RE THERE TO HELP THEM NOT REACIDIVATE, TO NOT GO IN THE WAY IN WHICH SOME OF YOU THINK THAT THEY WILL GO JUST BECAUSE THEY'RE COMING HOME. AND ALSO REMEMBER THAT THEY ARE THE NONE NONE NONES. LET ME ALSO CALL UP CLARISSA WOO, YES MA'AM AND ALSO DAVID CHAVEZ.


MARY SUTTON: I'M MARY SUTTON. I'M REPRESENTING CALIFORNIAMS UNITED FOR RESPONSIBLE BUDGET WHICH IS A STATEWIDE COALITION OF OVER 40 ORGANIZATIONS FIGHTING CALIFORNIANS PRISON AND JAIL EXPANSION AND DEMANDING THAT WE REDUCE THE PRISON POPULATION. WE ARE HOPING THAT YOU'RE GOING TO LOOK AT A.B.109 AS AN OPPORTUNITY. THIS PLAN AS WE HAVE SAID IS SOMEWHAT FLEXIBLE. IT CAN BE USED TO CONTINUE TO JAIL PEOPLE ON THE SAME CYCLE AND CONTINUE THE 20 AND 30 YEARS OF TOUGH ON CRIME POLICIES OR IT CAN BE USED TO TURN A CORNER AND START DOING THE RIGHT THING. WE NEED TO START PUTTING THE MONIES INTO PROGRAMS, SERVICES, HOUSING, EDUCATION, JOB TRAINING. WE DO NOT NEED TO USE THIS MONEY FOR MORE POLICING. I BEG OF YOU TO LOOK AT WHAT'S GOING ON AROUND THE COUNTRY, OTHER STATES, WHAT SAN FRANCISCO IS DOING, TAKE THE OPPORTUNITY TO DO THE RIGHT THING. WE HAVE TO STOP LOCKING UP OUR YOUTH, OUR CHILDREN OF COLOR FROM SOUTH L.A., EAST L.A. THIS IS OUTRAGEOUS. IT'S A CIVIL RIGHTS ISSUE. THE TIME IS NOW. THE WORLD IS WATCHING. YOU CAN SET AN EXAMPLE FOR THE WHOLE COUNTRY. THIS RE-ALIGNMENT PLAN IS THE RESULT OF THE U.S. SUPREME COURT RULING TO REDUCE CALIFORNIA'S PRISON POPULATION BY 33,000 PEOPLE. IT IS NOT THE BUDGET CRISIS IS PART OF IT, BUT THE U.S. SUPREME COURT RULED THAT THE STATE OF CALIFORNIA REDUCE ITS PRISON POPULATION. AND NOW THEY'RE MAKING THE SOLUTION BE TO SHIFT PEOPLE INTO THE COUNTIES.

MARY SUTTON: AND OVERCROWD OUR JAILS. WE DON'T NEED TO EXPAND THE JAIL SYSTEM. WE DON'T NEED TO BUILD MORE JAILS.

KAREN SMITH: YES, MY NAME IS KAREN SMITH, I'M BEEN A CIVIL RIGHTS LAWYER FOR 52 YEARS IN LOS ANGELES. I'VE REPRESENTED MANY OF THE CIVIL RIGHTS STRUGGLES ON BEHALF OF AT LEAST THREE OF THE BOARD OF SUPERVISORS CONSTITUENTS OVER THE LAST 52 YEARS. I'M HERE TO SPEAK AGAINST THE REALIGNMENT PLAN, WHICH I SEE AS, REALLY, ESSENTIALLY, A BONA FIDE GIFT TO LAW ENFORCEMENT TO KEEP STOPPING YOUTH ON THE STREETS OF LOS ANGELES. BUT PRELIMINARILY, I WISH TO KNOW WHETHER OR NOT ANY MEMBER OF THIS BOARD HAS READ THE VERA INSTITUTE STUDY ON THE L.A. COUNTY JAILS. YOU ALL COMMISSIONED THAT TWO YEARS AGO. IT'S COMPLETED. IT LOOKS AT THE PROBLEMS IN THE JAILS. IT LOOKS AT THE PROBLEMS OF THE REENTRY PROGRAMS. IT MAKES RECOMMENDATIONS. HAVE THOSE BEEN INCLUDED IN THIS RE-ALIGNMENT REPORT? CAN ANYONE PLEASE ANSWER ME? HAVE YOU READ IT? HAVE YOUR AIDES READ IT? HAVE YOU GOTTEN IT? I KEEP TRYING TO GET IT. IT'S COMPLETED. I HAVE NOT GOTTEN IT. I CERTAINLY ASKED THE L.A. TIMES TO GET IT.

KEVEN KEY: MY NAME IS KEVIN MICHAEL KEY. AND I'M HERE BECAUSE ALL MY ADULT PROFESSIONAL SKILLS ARE CRIMINAL LAW RELATED. I'M A FORMER CRIMINAL LAW ATTORNEY. AND AS A RESULT OF MY ADDICTION, I'M A FORMER CRIMINAL. AS A RESULT OF ENGAGING IN THE RECOVERY PROCESS, I STAND BEFORE YOUR MEMBER IN GOOD STANDING TODAY OF THE OTHER BAR, THAT'S THE LAWYERS RECOVERY GROUP. I'M HERE BECAUSE I WANT YOU TO CONTINUE TO HEAR MY VOICE. IT'S IRONIC I'M ON THE SAME SIDE OF THIS AS THE DISTRICT ATTORNEY IN THAT I REJECT THIS PLAN BECAUSE THE VISION IS A VERY LIMITED VISION. WE NEED TO EXPAND OUR PERSPECTIVE. WE NEED TO PROVIDE WORK. WE NEED TO PROVIDE HOUSING. WE NEED TO PROVIDE EDUCATION. CALIFORNIA IS NUMBER ONE IN PRISON EXPANSION. WE'RE NUMBER 50 IN K-12 EDUCATION OVER THE PAST 25 YEARS. WE'VE BUILT PLUS 20 PRISONS. LESS THAN ONE NEW COLLEGE CAMPUS. WHEN ARE WE GOING TO CHANGE THIS?

CLARISSA WOO: GOOD AFTERNOON, SUPERVISORS. MY NAME IS CLARISSA WOO AND I'M HERE REPRESENTING THE A.C.L.U. OF SOUTHERN CALIFORNIA. I BELIEVE AND KNOW THAT THE IMPLEMENTATION PLAN HAS BEEN A TRYING PROCESS FOR THE BOARD, BUT WE AT THE A.C.L.U. BELIEVE THAT REALIGNMENT THROUGH A.B.109 AND 117 IS AN OPPORTUNITY FOR COUNTIES TO BE PART OF THE SOLUTIONS IN REDUCING MASS INCARCERATION IN OUR STATE. HOWEVER, WE FIND FLAW WITH PLANS THAT WILL MOVE OPPORTUNITIES AND INVESTMENTS AWAY FROM THE SERVICES, TREATMENT AND HEALTHCARE, JOBS TRAINING AND HOUSING THAT OUR COMMUNITIES REALLY NEED. WE ARE IN PARTICULAR CONCERN OVER SOME OF THE FLASH INCARCERATION MODELS AND PUSH TOWARDS MORE INCARCERATION OF THE COMMUNITY MEMBERS THAT REALLY NEED TRUE SERVICES COMING BACK HOME TO THEIR COMMUNITIES. I'M URGING THE SUPERVISORS TO TAKE A LOOK AT THE COMMUNITY SAFETY AND COMMUNITY SOLUTIONS REPORT THAT THE A.C.L.U. HAS PRODUCED.

DAVID CHAVEZ: HELLO. MY NAME IS DAVID CHAVEZ. I'M HERE REPRESENTING THE YOUTH JUSTICE COALITION. AND I'M HERE TO SPEAK AGAIN ABOUT A.B.109/117. AND LIKE THE FOLKS WHO SPOKE FROM BEFORE ME, I DO ALSO WANT TO AGAIN URGE YOU ALL AS SUPERVISORS TO REALLY THINK ABOUT THIS POSITION THAT YOU HAVE AS THE FIRST COUNTY THAT'S GOING TO BE RECEIVING, YOU KNOW, FOLKS COMING HOME FROM PRISON OUT OF ALL THE STATE OF CALIFORNIA. RIGHT NOW BECAUSE OBVIOUSLY IF YOU ALL KNOW, THE STATE IS AT 187 PERCENT CAPACITY WITH THEIR PRISONS, SO THEY'RE DECIDING TO BRING IT OVER HERE TO THE COUNTY. HOWEVER, WE KNOW THE COUNTY ISN'T READY AND SET UP TO DO SUCH JOBS AND ALSO THAT I'M REALLY CONCERNED ABOUT THIS PLAN THAT DOESN'T REALLY HAVE BASICS NECESSITIES, SUCH AS HOUSING, GUARANTEED HOUSING. OR LIKE THE FOLKS SPOKE WITH BEFORE LIKE I.D.S. RECORDS READY TO GET BACK IN TO REPORT TO THE PROBATION OFFICER WITHIN 48 HOURS. HOW DO YOU EXPECT FOLKS TO DO THAT WITHOUT ANY MOBILITY, WITHOUT ANY CHANCE TO GET THERE? THREE OUT OF FOUR PEOPLE IN CALIFORNIA GO BACK TO PRISON. AND SO IF YOU WANT TO STOP THAT CYCLE--

I ACTUALLY HELD THIS ITEM BECAUSE I REMEMBER ON YOUR AGENDA ABOUT THREE MONTHS AGO YOU HAD A DISCUSSION REGARDING SOME UPGRADING OF SOME FACILITIES IN THE COUNTY AND YOU WERE DISCUSSING BETWEEN PROPERTY RELATED, LEASE BONDS, LEASE OBLIGATION BONDS AND NOTHER TYPE OF BONDS. AND WAS WONDERING IF YOU HAD EVER DONE ANYTHING WITH THAT. ITEM 24 AND 27 REFERRED TO INDEPENDENT CONTRACTORS THAT THE COUNTY'S GOING TO HIRE TO DO SOME MAINTENANCE WORK. WELL NOW THE COUNTY IS BECOMING THE INDEPENDENT CONTRACTOR OF THE THE STATE. AND A PREVIOUS SPEAKER MENTIONED THAT THE COUNTIES CAN BE PART OF THE SOLUTIONS. THE PROBLEM? THE BOARDS OF THE COUNTY ARE THE BARRIERS TO MOVING FORWARD WITH ANY SOLUTIONS.

WE INFLATED THE JAIL SYSTEM, THE PRISON SYSTEM AND NOW WE'RE DEALING WITH THE INMATE BUBBLE THAT JUST POPPED. AND YOU GUYS ARE REQUESTING MORE MONEY FOR A SITUATION THAT YOU GUYS HAVE CREATED WHEN IT COMES TO THIS MERRY GO ROUND JUSTICE SYSTEM INSTEAD OF THE ACTUAL JUSTICE SYSTEM. WE REALIZE THEY ARE NON, NON, NONS. AND THAT WE NEED TO RE-ASSESS OUR WHOLE VIEW ON CRIMINALITY AND HOW WE PUNISH PEOPLE INSTEAD OF JUST SENDING PEOPLE TO PRISON FOR MAYBE JUST A VIOLATION OF PROBATION UP TO THREE YEARS OR JUST ON VIOLATIONS OF PROBATION FOR NONVIOLENT OFFENSES AND JUST A LOT OF NON, NON, NON. SUP. RIDLEY-THOMAS: I THINK THE OBJECTIVE HERE IS TO TRY TO MOVE FORWARD. THE AMENDING LANGUAGE ULTIMATELY SEEKS TO BUILD THE REQUISITE CONSENSUS ON THE BOARD. THERE IS A SENSE THAT WE NEED TO ADVANCE THIS WORK AND DO IT IN A WAY THAT ACCOMPLISHES THE OVERALL GOAL. BUT IN THE FINAL ANALYSIS, UNLESS WE CAN BUILD THE APPROPRIATE CONSENSUS AROUND THE OUTSTANDING ISSUES THAT ARE VERY IMPORTANT, IT SEEMS THAT WE ARE ALL BUT DEADLOCKED AND WE WILL BE REDUCED TO AN IMPERFECT PLAN THAT IS UNFORTUNATELY NOT GOING TO MEET THE OVERALL EXPECTATIONS THAT WE WOULD INTEND. SO MY APPEAL IS THAT WE ADOPT THE MOTION THAT SUPERVISOR ANTONOVICH HAS INTRODUCED, CAUSE THE WORKING GROUP TO DO MORE, CONSISTENT WITH BOARD INSTRUCTIONS, COME BACK APPROPRIATELY AND LET'S DISPOSE OF THIS IN THE RIGHT WAY SO THAT ALL OF US CAN ESSENTIALLY BE ON THE SAME PAGE. THAT'S WHAT WOULD BE ACCOMPLISHED HERE. AND I THINK WE CAN DO THAT IN SHORT ORDER AND MOVE FORWARD ACCORDINGLY.
