TOM LONG: GOOD AFTERNOON, MAYOR ANTONOVICH, SUPERVISORS. MY NAME IS TOM LONG. I'M THE MAYOR OF THE CITY OF RANCHO PALOS VERDES. I'VE LIVED IN THE CITY FOR 18 YEARS. AND I'M HERE IN SUPPORT OF MAP A-3. IT IS THE LEAST DISRUPTIVE TO THE QUALITY OF SERVICES THAT ARE PROVIDED. THIS IS NOT A PARTISAN ISSUE. MOST OF MY CONSTITUENTS AND MOST OF MY CITY COUNCIL MEMBERS DON'T SHARE MY POLITICAL BACKGROUND. NONETHELESS, I THINK WE ARE ALL UNITED IN OUR PREFERENCE FOR MAP A-3. I WOULD AGREE WITH ONE OF THE OTHER SPEAKERS AS WELL, THAT THIS IS A LEGACY ISSUE. 100 YEARS FROM NOW, WHEN ALL OF THE PEOPLE IN THIS ROOM ARE DIFFERENT, THEY WILL LOOK BACK AND ASK ABOUT THE DECISION THAT WAS MADE TODAY. AND THEY WILL ASK: WAS SERVICE TO THE RESIDENTS PUT FIRST? OR SOME OTHER POLITICAL GOAL PUT FIRST? IN ALL OF THE STATISTICS YOU WERE GIVEN I THINK THE MOST INTERESTING COMMENT WAS ONE BY YOUR STAFF OF THE CATEGORY OF COMMUNITY OF "ETCETERA." ETCETERA, THE PEOPLE WHO ARE MIXED RACE, FALL INTO NO CATEGORY ARE THE ONES WHO ARE GROWING AND WE MUST ALL REPRESENT EACH OTHER REGARDLESS OF RACE. THANK YOU.

ELLEN PERKINS: GOOD AFTERNOON, I'M ELLEN PERKINS AND I'M A FORMER MAYOR AND CURRENT CITY COUNCIL MEMBER OF THE CITY OF PALOS VERDES ESTATES. THIS YEAR IT IS ALSO MY PRIVILEGE TO SERVE AS THE CHAIR OF THE SOUTH BAY CITIES' COUNCIL OF GOVERNMENT AND IT IS IN THIS CAPACITY THAT SPEAK TO YOU TODAY. AT OUR BOARD OF DIRECTORS MEETING ON JULY 28TH, THE SOUTH BAY CITIES COG VOTED UNANIMOUSLY TO SUPPORT SUPERVISOR KNABE'S REDISTRICTING PLAN, WHICH HAS NOW BEEN AMENDED TO BECOME THE A-3 REDISTRICTING PLAN. OUR MEMBERS STRONGLY BELIEVE THAT THIS PLAN WILL RESULT IN THE LEAST DISRUPTION, KEEPING LONG-STANDING COMMUNITIES OF INTEREST TOGETHER. WE APPRECIATE THE REPRESENTATION THAT WE'VE RECEIVED FROM BOTH OUR SUPERVISORS: SUPERVISOR KNABE AND SUPERVISOR RIDLEY THOMAS. YOU HAVE HELPED OUR INDIVIDUAL CITIES, BUT YOU HAVE ALSO GIVEN SUPPORT TO THE REGION REPRESENTED BY OUR 16 CITIES, WORKING WITH US AS WE MOVE FORWARD TO IMPLEMENT THE SOUTH BAY MEASURE OUR HIGHWAY PROGRAM. OUR MEMBERS HAVE EXPRESSED THEIR DESIRES THAT THE CURRENT REPRESENTATION FOR OUR AREA NOT BE CHANGED. ACCORDINGLY WE URGE YOU TO GIVE YOUR FAVORABLE CONSIDERATION TO THE A-3 REDISTRICTING PLAN. STEVE BAKER: MAYOR ANTONOVICH AND SUPERVISORS. MY NAME IS STEVE BAKER, THE ELECTED CITY TREASURER FOR THE CITY OF MONROVIA. MY FAMILY MOVED TO MONROVIA AT A TIME WHEN YOUR PREDECESSORS WERE WILLIAM T. MARTIN, OSCAR MACY, JOSEPH W. VENABLE, THOMAS E. ROWAN, AND JACOB ROSS. ORANGE COUNTY DID NOT EXIST AND MONROVIA WAS ONLY ONE OF TWO UNINCORPORATED CITIES IN THE SAN GABRIEL VALLEY. THAT'S A LONG TIME AGO AND MANY, MANY THINGS HAVE CHANGED AND ONE HAS NOT AND THAT'S THE NEED FOR COHESIVENESS AND COLLABORATION. MONROVIA WAS A SMALL COMMUNITY INITIALLY AND WED TO LOOK TO OURSELVES AND TO OUR SURROUNDING NEIGHBORS, FORMING BOUNDARIES AND UNIONS AND RELATIONSHIPS THAT EXIS TO THE THE PRESENT TIME. I WANT TO SPEAK IN FAVOR OF PLAN A-3 AMENDED BECAUSE IT WILL KEEP US WITH OUR NEIGHBORS THAT WE'VE LEARNED TO WORK WITH VERY WELL. IT WILL ALSO ALLOW US TO CONTINUE TO TAKE ADVANTAGE OF THE RELATIONSHIPS FORMED WITH THE PRESENT SUPERVISOR OVER THE LAST 20 OR SO YEARS. THESE RELATIONSHIPS HAVE ALLOWED FOR MUCH IMPORTANT THINGS TO HAPPEN AND WE'D LIKE TO SEE THEM CONTINUE. ONCE AGAIN I SUPPORT A-3, AND I THANK YOU.

GERRY GUZMAN: I AM GERRY GUZMAN, MEMBER OF THE BOARD OF EDUCATION AND PAST PRESIDENT FOR MONTEBELLO SCHOOL DISTRICT. I AM AN ACTIVE MEMBER OF MILEO AND HAVE COMMITTED MOST OF MY LIFE TO PUBLIC SERVICE OUT OF A DESIRE TO BE A VOICE FOR UNDERSERVED AND MARGINALIZED MEMBERS OF MY COMMUNITY. FOLLOWING THROUGH WITH THAT COMMITMENT, I APPEAR BEFORE YOU TODAY, THE LOS ANGELES COUNTY BOARD OF SUPERVISORS TO ASK THAT YOU VOTE IN SUPPORT OF THE T-1 OR S-2 MAPS. THE A-3 MAP ALSO BEING CONSIDERED TODAY DISENFRANCHISES THE LATINO COMMUNITY BY UNFAIRLY DILUTING OUR VOTE. THIS GIVES LATINOS LESS OF AN OPPORTUNITY TO VOTE FOR A CANDIDATE OF OUR CHOICE. AND THIS IS ESPECIALLY HARMFUL FOR LATINO FAMILIES IN THE SAN GABRIEL VALLEY, PARTICULARLY THE STUDENTS WHOSE EDUCATION I OVERSEE AT THE MONTEBELLO SCHOOL DISTRICT. LATINOS TEND TO HAVE OVERLAPPING INTERESTS, SOCIO-ECONOMIC, TRANSIT-ORIENTED, HOUSE-RELATED AND DEVELOPMENT-RELATED. THESE ISSUES HAVE A DIRECT IMPACT ON THE QUALITY OF EDUCATION THEIR CHILDREN RECEIVE. THEIR NEED FOR MORE STRONG ADVOCATES IN ALL THESE SECTORS IS VERY REAL. AND LIKE ALL OTHER MINORITY GROUPS PROTECTED BY THE VOTING ACT, LATINOS HAVE THE RIGHT TO HAVE A FAIR--

SZU-PEI LU: GOOD AFTERNOON MR. MAYOR AND SUPERVISORS. MY NAME IS SZU-PEI LU I TESTIFY HERE AS AN INDIVIDUAL BUT I AM THE VICE PRESIDENT OF ROWLAND WATER AND THE PRESIDENT OF THE REGIONAL CHAMBER OF COMMERCE, SAN GABRIEL VALLEY, WHICH COVERS THE CITY OF WALNUT, DIAMOND BAR, ROWLAND HEIGHTS AND HACIENDA HEIGHTS. WE SUPPORT A-3. I COME BEFORE YOU TODAY TO SPEAK ON BEHALF OF BUSINESS AND THE RESIDENTS OF ROWLAND HEIGHTS, THE REGIONAL CHAMBER REPRESENTS OVER 300 SMALL BUSINESSES THAT DEPEND ON THE SERVICES AND PARTNERSHIPS FOSTERED THROUGH YEARS WITH THE CHAMBER. TO ADOPT A PLAN OTHER THAN A-3 WILL COMPLETELY DISRUPT BUSINESS IN TIMES WHEN THE RETAIL VACANCY RATE HAS TRIPLED IN TWO YEARS. WE MUST SUPPORT OUR LOCAL BUSINESSES. THE MINORITY PLAN WILL DESTROY OUR BUSINESSES AND COMMUNITY. T-1 AND S-2 IS A SLAP IN THE FACE OF PROGRESS AND DOES NOT BUT ARTIFICALLY CREATE PREFERENTIAL TREATMENT FOR ONE RACE OVER OTHERS. TO ADOPT ANY PLAN BUT A-3 WILL ELIMINATE THE ASIAN-AMERICAN VOICE. UNDER S-2 AND T-1 MILLIONS OF PEOPLE WILL BE NEEDLESSLY MOVED. THE A-3 PLAN ALLOWS FOR CONTINUED SERVICES, MAINTAIN DEEP-ROOTED PARTNERSHIP AND HEALTHY DEMOCRATIC COMPETITION. PLEASE DO NOT IMPEDE PROGRESS BY ADOPTING S-2 AND T-1 THAT CUTS PROGRESS AT ITS VERY ROOTS. A-3 IS THE LEAST INVASIVE WITH THE TOTAL DEVIATION OF IS 1.3 WHICH IS LOWER THAN ANY OTHER PLAN. THANK YOU. WE ARE VERY CLOSE TO THE PEOPLE TO THE PEOPLE IN THE CITIES OF DUARTE AND MONROVIA. BUT FIRST OF ALL I WANT TO SAY WE WOULDN'T EXIST IF IT WEREN'T FOR SUPERVISOR ANTONOVICH. HE DID A BIG PART IN HELPING OUR TOWN COUNCIL FORM. AND THE FIRST THING HE DID. HE HAD A MEETING WITH THE CITY OF ARCADIA OFFICIALS, MONROVIA AND DUARTE. AND THAT IS WHY WE HAVE A RAPPORT FOR HIM. I AM SICK AND TIRED OF HEARING PEOPLE COMPLAIN THAT "OH THE LATINOS THIS AND THAT" COME DOWN TO PAMELA PARK. COME SEE THE AFTER-SCHOOL PROGRAMS, THE SPORTS PROGRAMS, EVERYTHING THAT'S GONE ON BECAUSE OF THIS MAN AND IT INCLUDES PEOPLE OF COLOR AND LATINOS. EVERYBODY IS WELCOME. HE'S DONE SO MUCH FOR OUR AREA. AND WE ARE CLOSE TO THE CITIES OF MONROVIA AND DUARTE. AND IF WE'RE ALL PULLED APART, I DON'T KNOW WHAT'S GOING TO HAPPEN TO OUR AREA. IT'S VERY UPSETTING. DAVE HALL: MAYOR ANTONOVICH, MEMBERS OF THE BOARD, IT'S A PRIVILEGE TO SIT BEFORE YOU AND ADDRESS THIS BOARD IN RELATIONSHIP TO THE REDISTRICTING. I AM DAVE HALL. I AM THE CHAIRMAN OF THE MONROVIA-ARCADIA-DUARTE TOWN COUNCIL IN WHICH WE PULLED THREE COMMUNITIES TOGETHER AND WE WORK VERY WELL TOGETHER UNDER THE SUPERVISION OF MICHAEL ANTONOVICH. SO, JUST TO SAY THAT, WE OWE, AFTER 20 YEARS OF EXPERIENCE AND RELATIONSHIP AND DEVELOPMENT HERE, WE ARE IN DEBT TO THE SUPERVISORS AND ESPECIALLY MICHAEL ANTONOVICH IN REGARDS TO HOW HE HAS SUPPORTED US IN SO MANY WAYS. AND THE BOTTOM LINE ON THIS WHOLE THING, WE TALKED ABOUT THE 9.8 PERCENT DISPARITY IN THE NUMBERS. AND IT LOOKS LIKE A-3 HAS BROUGHT IT DOWN TO 1.57, WHICH IS THE LOWEST OF THE THREE. AND SO WE ARE IN FAVOR. THREE COMMUNITIES: MONROVIA, ARCADIA, DUARTE, UNINCORPORATED AREAS FOR A-3. THANK YOU VERY MUCH.

AND DUE TO THE NEED TO FORM A TOWN COUNCIL IN OUR COMMUNITY BECAUSE IT WAS PLAGUED WITH GANGS AND MANY ISSUES IN OUR COMMUNITY, I STARTED LEARNING A LITTLE BIT OF ENGLISH. BUT THEN I FIND OUT THAT OUR SUPERVISOR ANTONOVICH HAD A PERSON NAMED SARAH FLORES THAT SHE SPOKE PERFECT IN SPANISH. SO I WAS NOT AFRAID TO SPEAK TO HER. THEN I TOLD HER OUR NEEDS. AND WE STARTED FORMING MARCH AND WE FORMED A TOWN COUNCIL. SO EVERYTHING THAT WE NEED, SHE WAS IN CHARGE TO MAKE SURE THAT OUR SUPERVISOR ANTONOVICH HEARD OUR ISSUES AND HELP US TO RESOLVE OUR ISSUES. PAMELA PARK IS AN ELITE PARK WHERE AFRO-AMERICAN, LATINOS AND WHITE PEOPLE AND CHINESE PEOPLE ARE NOW HAVING FUN THERE. AND SO I THINK I SUPPORT A-3 FOR THE SUPPORT THAT WE HAD WITH SARAH FLORES, JAY GOMEZ AND BRIAN MEJILLA, WHO SPEAK PERFECTLY SPANISH. SO THANK YOU TO ALL OF YOU.

KIM LAMORIE: HONORABLE SUPERVISORS, I'M KIM LAMORIE PRESIDENT OF THE LAS VIRGINES HOMEOWNERS FEDERATION REPRESENTING MORE THAN 6,000 PROPERTY OWNERS, 25 HOMEOWNER GROUPS AND OVER 10,000 HIGHLY MOTIVATED AND ACTIVE VOTERS. WE ARE VEHEMENTLY OPPOSED TO THE T-1 AND S-2 MAPS. THIS LAST-MINUTE MANEUVER TO CARVE UP OUR THIRD DISTRICT WOULD HAVE DEVASTATING AND UNMITIGATABLE IMPACTS ON OUR SANTA MONICA MOUNTAIN COMMUNITIES. WE VOTED FOR AN ELECTED SUPERVISOR YAROSLAVSKY TO REPRESENT A COHESIVE AND ENVIRONMENTALLY FOCUSED THIRD DISTRICT. A SUDDEN CHANGE THAT TAKES OUR REPRESENTATIVE FROM US IN THE MIDDLE OF HIS TERM THREATENS OUR ON GOING COOPERATIVE PROJECTS; FORCING TO MOVE SANTA MONICA MOUNTAINS INTO THE SAME INTEREST AS THE URBAN SOUTH BAY COMMUNITIES WOULD NOT ALLOW EITHER REGION TO ELECT A SUPERVISOR WHO COULD FOCUS ON THEIR DISTINCT PRIORITIES. THESE GERIMANDERED PLANS PUT TWO DECADES IF RESOURCE PROTECTION EFFORTS AND OUR LAND USE PRESERVATION POLICIES AT GREAT RISK. WE'VE SEEN IT BEFORE 20 YEARS AGO. IT DIDN'T WORK THEN AND IT WON'T WORK NOW. WE RESPECTFULLY URGE YOU TO REJECT THE T-1 AND S-2 PROPOSALS WHICH DISENFRANCHISE OUR VOTES AND DESTROY OUR UNITED COMMUNITIES OF INTEREST. THANK YOU.

ALINA MENDIZABAL: MY NAME IS ALINA MENDIZABAL AND I HAVE BEEN LIVING FOR ABOUT 30-PLUS YEARS IN THE SAN FERNANDO VALLEY THE NORTHEAST SAN FERNANDO VALLEY. AND ONE OF THE THINGS ABOUT OUR VALLEY IS IF YOU DON'T KNOW IT, IT'S ALL LATINOS. WE HAVE TONS OF ELECTED REPRESENTATIVES. WE'VE GOT ALEX PADILLA, WE'VE GOT CARDENAS, WE'VE GOT ALARCON, WE'VE GOT FUENTES, TO SAY THAT WE NEED MORE LATINO ELECTED OFFICIALS IN OUR AREA IS RIDICULOUS. [APPLAUSE.] WE HAVE ALREADY PROJECTS, WE HAVE PROJECTS, ZEV HAS BEEN WORKING IN OUR DISTRICT WITH US WITH OUR CHILDREN, OUR SCHOOLS, SAVING ERS AND TRAUMA, WORKING WITH THE SCHOOLS ALSO TO KEEP THE PARKS SAFE. WE HAVE GROUNDBREAKING FOR A NEW COMMUNITY CENTER AT EL CORIZO PARK. OUR COMMUNITY ALREADY IS WORKING HAND-IN-HAND WITH ZEV. HE HAS PEOPLE IN HIS OFFICE THAT ARE WORKING WITH US THAT ARE LATINAS. WE HAVE BONITA TRUJILLO, WE HAVE LORI, WE HAVE ALL SORTS OF FOLKS THAT ARE SPANISH-SPEAKING THAT WORK FOR HIM THAT ARE OUT THERE WITH US SAYING THAT WE ARE GOING TO BE REDISTRICTING JUST BECAUSE YOU NEED MORE LATINOS. PLEASE. YOU DON'T KNOW OUR NEIGHBORHOOD. IF YOU KNEW THE SAN FERNANDO VALLEY, THEN YOU ALREADY KNOW THAT WE HAVE TONS OF ELECTED OFFICIALS.

SISTER CARMEL SOMERS: GOOD AFTERNOON, SUPERVISORS. MY NAME IS SISTER CARMEL SOMERS, I'M EXECUTIVE DIRECTOR OF VALLEY FAMILY CENTER IN THE CITY OF SAN FERNANDO. I WAS FORMERLY COMMUNITY ORGANIZER WIHT THE INDUSTRIAL AREAS FOUNDATION AND FOUNDED THE VOICE ORGANIZATION OF SAN FERNANDO VALLEY. AND AT THE TIME THAT WE WERE FOUNDING VOICE, THERE WAS AN EFFORT MADE AT THAT TIME TO TAKE A VERY SERIOUS LOOK AT US BEING ASSOCIATED DIRECTLY WITH UNO IN EAST L.A. AND IT BECAME VERY, VERY CLEAR AT THAT TIME THAT THAT WOULD NOT BE IN THE INTEREST OF THE LATINO COMMUNITY IN THE SAN FERNANDO VALLEY. PRIOR TO THAT, I WAS A FIELD EDUCATION SUPERVISOR FOR ST. JOHN'S SEMINARY. AND I WORKED WITH MANY, MANY AREAS OUTSIDE LOS ANGELES. AND THERE IS ABSOLUTELY NOTHING THAT WE HAVE IN COMMON IN THE AREA THAT WE'RE TALKING ABOUT IN THE NORTHEAST SAN FERNANDO VALLEY WITH ANYTHING OVER THE HILL. AND THE COMMUNITY AS THE PERSON BEFORE ME SPOKE, THE COMMUNITY OF THE LATINO COMMUNITY SPREADS OUT INTO THE WEST VALLEY AND EXPANDS INTO THAT AREA. AND SO WE HAVE A HUGE LATINO COMMUNITY AND A HUGE REPRESENTATION OF THAT COMMUNITY IN THE GREATER SAN FERNANDO VALLEY. AND SUPERVISOR YAROSLAVSKY HAS DONE ENORMOUS WORK FOR THE NORTHEAST SAN FERNANDO VALLEY, PARTICULARLY IN OPENING LIBRARIES, COMMUNITY CENTERS, SUPPORTING CENTER ________.

DAVID FLEMING: MR. CHAIRMAN, THANK YOU. MY NAME IS DAVID FLEMING. I'M A RESIDENT OF THE VALLEY FOR 55 YEARS. AND I'M IN FAVOR OF A-3. YOU KNOW, WE THOUGHT THAT WHEN WE FOUGHT FOR CITYHOOD, INDEPENDENT CITYHOOD A FEW YEARS AGO, PEOPLE WOULD REALIZE THAT THE VALLEY IS ONE COHESIVE, UNIFIED COMMUNITY. WE DIDN'T ASK TO CREATE TWO CITIES OR THREE CITIES. WE ASKED TO CREATE ONE BECAUSE THAT'S WHAT THE VALLEY IS. TOPOGRAPHERS SAY THAT THE SAN FERNANDO VALLEY IS RACIALLY AND ETHNICALLY THE MOST DIVERSE URBAN MASS AREA IN AMERICA. 90 LANGUAGES ARE SPOKEN THERE. PEOPLE FROM ALL CORNERS OF THE WORLD LIVE THERE. THEY WORK THERE. THEY SHOP THERE. THEY PLAY THERE. THEY INTERFACE TOGETHER EVERY DAY. WHETHER ONE LIVES IN THE EAST, THE WEST, THE NORTH OR THE SOUTH VALLEY, WE ALL SUPPORT AND HELP ONE ANOTHER IN THIS UNIFIED COMMUNITY. WE ARE REALLY AN ISLAND. WE ARE NOT SURROUNDED BY WATER. WE'RE SURROUNDED BY MOUNTAINS. WE'RE SEPARATE. WE'RE ONE. AND WE WANT TO KEEP IT THAT WAY. THANK YOU.

XILONON CRUZ-GONZALEZ: GOOD AFTERNOON, SUPERVISORS. MY NAME IS XILONON CRUZ-GONZALEZ, BOARD PRESIDENT FOR THE UNIFIED SCHOOL DISTRICT IN THE SAN GABRIEL VALLEY. AND I'M HERE TO SPEAK OPPOSE TODAY A-3 AND IN FAVOR OF S-2 AND T-1 FOR THESE FEW REASONS. FIRST, I FIND IT IRONIC THAT I HEAR MY COLLEAGUES SPEAKING ABOUT KEEPING THE STATUS QUO YET UNITING THE SAN GABRIEL VALLEY. WE ARE IN THREE DISTRICTS AT THIS POINT AND T-1 AND S-2 GO FURTHER TO UNITE THE SAN GABRIEL VALLEY. SO FOR THAT ONE REASON I'M IN FAVOR OF THOSE TWO PLANS. I'M ALSO IN FAVOR OF THOSE TWO PLANS HEARING FROM MY WEST SIDE COLLEAGUES SPEAKING ABOUT THE SANTA MONICA WATERSHED, WE ARE BLESSED TO HAVE THE SAN GABRIEL RIVER WATERSHED. AND AS WE MOVE TO FOLLOW THEIR LEAD IN TERMS OF PROTECTING OUR WATERSHED, IT'S BENEFICIAL TO HAVE OUR CITIES AND OUR COMMUNITIES UNITED. SO FOR THOSE TWO REASONS I'M IN FAVOR OF S-2 AND T-1.
