SANDRA GOMEZ: HELLO, BOARD OF SUPERVISORS. I'M HERE TO SUPPORT PLAN A-3. MY NAME IS SANDRA GOMEZ. MY FAMILY AND I HAVE LIVED IN WILMININGTON FOR OVER 21 YEARS. I'M CURRENTLY A MEMBER OF THE FAMILIES OF WILMINGTON UNITED IN STRENGTH. I DON'T WANT THE BOARD OF SUPERVISORS TO SPLIT UP COMMUNITIES THAT HAVE SHARED THE SAME ISSUES AND REPRESENTATIONS FOR OVER 20 YEARS. SUPERVISOR DON KNABE HAS PRESENTLY ATTENDED OUR CONFERENCES AND WE WOULD LIKE FOR THIS TO CONTINUE. WE DO NOT NEED A NEW SUPERVISOR THAT IS LESS LIKELY TO LISTEN TO OUR CONCERNS. REASSIGNING ONE-THIRD OF THE COUNTY'S POPULATION TO A DIFFERENT SUPERVISOR WILL DIMINISH OUR CHANCES OF GETTING CURRENT SERVICES OR BETTER SERVICES IN THE FUTURE FOR OUR FAMILIES. I SUPPORT PLAN A-3. MY NAME IS DAVID HERBST, AND I'M REPRESENTING THE LOS ANGELES AREA CHAMBER OF COMMERCE TODAY AS THEIR GOVERNMENT AND CIVIC ISSUES COMMITTEE. I BRING THE APOLOGIES OF GARY TOBIN AND JOE CHISICK WHO ARE AT MOBILITY 21 OR THEY WOULD BE HERE. I'M ALSO SPEAKING OF THE MEMBER OF THE BOARD OF DIRECTORS OF THE ST. JOSEPH CENTER LOCATED IN VENICE. SO ON BEHALF OF THE LOS ANGELES BUSINESS COMMUNITY AS WELL AS AN IMPORTANT SOCIAL SERVICE PROVIDER, I ASK THAT YOU PLEASE ADOPT PLAN A-3. I WAS HERE AT THE PREVIOUS BOARD MEETING WHEN YOUR ATTORNEYS SAID THAT PLAN A-2, WHICH HAS BEEN AMENDED TO BECOME PLAN A-3 MEETS THE VOTING RIGHTS ACT REQUIREMENTS. AND THAT'S OBVIOUSLY CRITICAL. THE A-3 MAP FOLLOWS THE LAW. WHAT ALSO IS CRITICAL IS THAT PLAN A-3 DOES NOT DISPLACE NEARLY THREE AND ONE-HALF MILLION PEOPLE WITH THE STROKE OF A PEN AS OTHER PLANS DO. THAT'S JUST AN ASTRONOMICAL NUMBER I CAN'T FOLLOW. [APPLAUSE.] SO ON BEHALF OF THE LOS ANGELES AREA CHAMBER OF COMMERCE AND THE ST. THE LOS NIETOS COMMUNITY HAS BEEN MORE THAN ADEQUATELY REPRESENTED BY TWO SUPERVISORS, BOTH SUPERVISOR KNABE AND SUPERVISOR MOLINA. I'M HERE THIS AFTERNOON AS AN INDIVIDUAL AND A 50-PLUS YEAR RESIDENT OF LOS NIETOS TO SPEAK IN FAVOR OF THE A-3 PLAN. FOLKS, IT'S 2011. AND WE'RE STILL TALKING ABOUT COLOR. I DON'T UNDERSTAND THE PROBLEM. WE HAVE RECEIVED GREAT REPRESENTATION FROM BOTH SUPERVISORS IRRESPECTIVE OF THEIR ETHNIC BACKGROUNDS. THANK YOU SO MUCH FOR YOUR TIME THIS AFTERNOON.

LEIGHTON ANDERSON: GOOD AFTERNOON. MY NAME IS LEIGHTON ANDERSON. I'M PRESIDENT OF THE BOARD OF TRUSTEES OF THE WHITTIER UNION HIGH SCHOOL DISTRICT HAVE I'M ACCOMPANIED TODAY BY OUR SUPERINTENDENT, MRS. SANDY SANCHEZ THORSENSON. I'M HERE TO SPEAK IN FAVOR OF THE PLAN A-3. THE WHITTIER HIGH SCHOOL DISTRICT SERVES APPROXIMATELY 13,700 STUDENTS AND THEIR FAMILIES IN WHITTIER, UNINCORPORATED WHITTIER, SANTA FE SPRINGS AND THE SURROUNDING COMMUNITIES. OVER 80 PERCENT OF OUR STUDENT POPULATION ARE LATINO. OVER 70 PERCENT OF OUR STUDENT POPULATION OF WHATEVER ETHNICITY ARE SOCIO AND ECONOMICALLY DISADVANTAGED. BUT WE SERVE THOSE STUDENTS THROUGH A DIVERSE SCHOOL BOARD, THROUGH A DIVERSE STAFF. WE SERVE THEM WITH A GRADUATION RATE THAT IS INCREASING WHEN THE GRADUATION RATE IN LOS ANGELES COUNTY IS FLAT OR DECLINING. WE HAVE ALMOST HALF OF OUR STUDENTS ON TRACK TO GO TO COLLEGE. WE HAVE OF 987 HIGH SCHOOLS IN CALIFORNIA, OUR SCHOOLS ARE IN THE 92ND AND 99TH PERCENTILE. OUR GRADUATION RATES ARE INCREASING.

PASIN CHANOU: GOOD AFTERNOON. MY NAME IS PASIN CHANOU, I REPRESENT CAMBODIAN COALITION FROM LONG BEACH. WE SUPPORT PLAN A-3, WHICH WOULD KEEP LONG BEACH HOME TO 50,000 CAMBODIAN AMERICAN RESIDENTS INTACT IN THE FOURTH DISTRICT. WE HAVE BUILT A SOLID WORKING RELATIONSHIP WITH OTHER API GROUPS FOR OVER 20 YEARS. SO WE ARE AGAINST PLANS S-2 AND T-1, WHICH WOULD SPLIT THE API COMMUNITY. WE DO NOT BELIEVE THE THEORY THAT PEOPLE WILL ONLY VOTE FOR CANDIDATE OF THEIR OWN RACE. WE BELIEVE THAT PEOPLE WILL VOTE FOR THE BEST CANDIDATE WHO CAN REPRESENT THEM. FOR EXAMPLE, IN LONG BEACH, COUNCIL DISTRICT 2, ONLY 9.4 PERCENT OF THE POPULATION ARE ASIAN, YET THE PEOPLE THERE VOTED FOR DR. SUJAH WHO IS AN ASIAN INDIAN. IN DISTRICT 6, 54.9 ARE HISPANIC AND 17 PERCENT ARE BLACK, YET PEOPLE THERE VOTED DIANE DUKE WHO IS BLACK. PLEASE DO NOT TEAR APART OUR COMMUNITIES. VOTE FOR PLAN A-3. THANK YOU. [APPLAUSE.]

HARRY SCHWARTZ: MY NAME IS HARRY SCHWARTZ. I'M MAYOR OF THE CITY OF AGOURA AN HILLS. WE ARE THE GATEWAY TO THE SANTA MONICA MOUNTAINS. AND THE VOTING RIGHTS ACT, AS WE ALL KNOW, IS THE CORNERSTONE OF OUR DEMOCRACY. IT REQUIRES THAT WE PROTECT THE VOTING RIGHTS OF MINORITIES. AND THIS AND SHOULD BE ACCOMPLISHED WITHOUT DISMEMBERING ESTABLISHED COMMUNITIES OF COMMON INTEREST. AND WE ARE ONE OF THOSE COMMUNITIES. DISTRICT 3 IS ONE OF THE BEST DESIGNED DISTRICTS THANKS TO ZEV YAROSLAVSKY'S MANY YEARS OF VERY HARD WORK. IT'S BEEN FUNCTIONAL, COHESIVE, MANAGEABLE FOR THE LAST 20 YEARS. IT CURRENTLY TAKES INTO ACCOUNT THREE OF THE LARGEST REGIONS, LAS VIRGINES SAN FERNANDO VALLEY AND THE WEST SIDE INTO ONE CONCISE DISTRICT. YEARS AGO ZEV YAROSLAVSKY CREATED ONE OF THE SEMINAL ENVIRONMENTAL DOCUMENTS IN OUR CITY IF NOT THE STATE; IT'S CALLED THE NORTH AREA PLAN. WE REJECT T-1 AND S-2 AND ADOPT A-3 FOR THAT VERY SAME REASON.

MARIKO KAHN: MY NAME IS MARIKO KAHN. I'M THE PRESIDENT OF APCON WHICH REPRESENTS 40-PLUS API ORGANIZATIONS COUNTYWIDE. AFTER STUDYING BOTH S-2 AND T-1, WE CONTINUE TO STRONGLY SUPPORT THE A-3 PLAN. WHY? IT DOES NOT DILUTE OUR API INFLUENCE. IT CAUSES THE LEAST DISRUPTION FOR BUSINESSES AND NONPROFITS. IT MAINTAINS THE API ACCESS TO THE BOARD OF SUPERVISORS THROUGH ITS COUNTYWIDE DISTRIBUTION. ALSO, I WOULD LIKE TO CAUTION REPRESENTATIVES OF OTHER PLANS WHO ALLEGE THAT THEY HAVE GOTTEN API INPUT. WE HOPE THEY CHECK THEIR FACTS BECAUSE WE'RE A VERY DIVERSE COMMUNITY. ALSO REPRESENTATIVES WHO ALLEGE THAT THEY HAVE THE ATTITUDE FOR APCON THAT THEY KNOW BETTER FOR APIS AND THAT'S WHY WE SHOULD SUPPORT THEIR PLAN. THAT'S PRETTY PATRONIZING. WE CAN FIGURE OUT WHAT'S BEST FOR US. APIS ARE 15.5 PERCENT OF THE COUNTY, YET WE PRIVILEGE LATINOS AND AFRICAN-AMERICANS WHO ARE ONLY 8.7 PERCENT OF THE COUNTY WITH THE S-2 AND OTHER PLAN. LAURA SANTOS: MY NAME IS LAURA SANTOS. I'M A SCHOOL BOARD PRESIDENT FOR BASSETT UNIFIED SCHOOL DISTRICT WHICH IS MORE A THAN 90 PERCENT LATINO COMMUNITY. WE HAVE MORE THAN OUR SHARE OF PEOPLE LIVING IN POVERTY. WE'RE A WORKING CLASS COMMUNITY. AND IT'S VERY IMPORTANT THAT THE SAN GABRIEL VALLEY STAY INTACT AS A COMMUNITY OF INTEREST WHEN THE COUNTY REDISTRICTS. AND IT IS ALSO IMPORTANT THAT WE NOT VIOLATE THE VOTING RIGHTS ACT. THE COUNTY CANNOT AFFORD ANOTHER LAWSUIT FOR VIOLATION OF THE VOTING RIGHTS ACT. I'M HERE TODAY TO THANK MARK RIDLEY-THOMAS FOR PROPOSING S-2 AND TO RESPECTFULLY REQUEST THAT THE BOARD APPROVE S-2 OR IN THE ALTERNATIVE T-1. THANK YOU.

JIM KIRCHNER: I'M JIM KIRCHNER. I SERVED 12 YEARS ON THE CITY COUNCIL, THREE YEARS AS MAYOR FOR THE CITY OF DUARTE. AND I'M CURRENTLY THE C.E.O. FOR THE DUARTE CHAMBER OF COMMERCE. AND I'VE GOT TO INTRODUCE SOMETHING A LITTLE BIT DIFFERENT PERHAPS MORE ON THE COMMERCE BUSINESS SIDE. DUARTE HAS ALWAYS BEEN PART OF THE WEST SAN GABRIEL VALLEY GOING ALONG THE 210 CORRIDOR. ON OUR EAST SIDE, WE HAVE THE SAN GABRIEL RIVER AND WHILE IT'S A BEAUTIFUL RIVER IT IS ALSO A HUGE BARRIER. ALL OF OUR COMMERCE AND BUSINESS CONCERNS HAVE BEEN REALLY TO THE WEST OF US. DOWNTOWN MONROVIA USED TO BE DOWNTOWN DUARTE YEARS AND YEARS AGO. THE MONROVIA-ARCADIA-DUARTE HIGH SCHOOL WAS FORMED IN 1922. WE HAVE A STRONG HISTORY GOING TO THE WEST. WE HAVE VERY LITTLE HISTORY GOING TO THE EAST. AND I'M AFRAID THAT IF WE GET REDISTRICT INTO THAT AREA, IT WON'T WORK WELL FOR US. WE'RE IN FAVOR OF PLAN A-3 AMENDED. AND I HOPE YOU DISCARD THE OTHER TWO OPTIONS. THANK YOU.

"I'M VERY CONCERNED ABOUT THE LATEST LOS ANGELES COUNTY REDISTRICTING PROPOSAL TO REDISTRIBUTE 3.5 MILLION COUNTY RESIDENTS INTO A NEW SUPERVISORIAL DISTRICT. WESTLAKE VILLAGE, AGOURA HILLS, CALABASAS, HIDDEN HILLS, MALIBU, TOPANGA AND OTHER COMMUNITIES IN THE SANTA MONICA MOUNTAINS ARE THE MOST AFFECTED BY THIS NEW PROPOSAL. HAVING ONE COUNTY SUPERVISOR AND HIS STAFF FOCUSED ON THE URBAN INTERFACES WITH THIS NATURAL AREA IS EXTREMELY IMPORTANT TO RESPONSIBLE STEWARDSHIPS AND EXPANDING RECREATIONAL OPPORTUNITIES FOR OUR REGION. THROUGH THE PARTNERSHIPS FOR SHARED FIRE AND FLOOD PROTECTION STRATEGIES, CROSS MOUNTAIN AND PCH TRAFFIC COORDINATION AND PROTECTION OF THE SANTA MONICA MOUNTAINS REQUIRES THE UNITED APPROACH IN ORDER TO MEET THE NEEDS OF THE LOCAL RESIDENTS, BUSINESSES AND VISITORS. SUPERVISOR YAROSLAVSKY HAS BEEN OUTSTANDING IN BRINGING TOGETHER LOCAL OFFICIALS FROM ALL LEVELS OF GOVERNMENT IN ORDER TO SERVE THE UNIQUE AREA OF WESTERN LOS ANGELES COUNTY. THESE COOPERATIVE PLANNING EFFORTS ARE CRITICAL TO MEET THE NEEDS OF THE CONSTITUENTS, COMMUTERS AND MILLIONS OF COASTAL MOUNTAIN VISITORS. I SUPPORT A-3."

GEORGE BROWN: THANK YOU. GOOD AFTERNOON, SUPERVISORS. MY NAME IS GEORGE BROWN. I'M HERE TODAY ON MY OWN BEHALF TO OFFER MY INDEPENDENT INPUT TO THE SUPERVISORS. OVER THE PAST SEVERAL MONTHS, I'VE HAD THE HONOR AND PLEASURE OF SERVING AS VOTING RIGHTS ACT COUNCIL TO THE STATEWIDE CITIZENS FOR REDISTRICTING COMMISSION. I'M HERE TODAY TO TALK ABOUT SOME OF THE EVIDENCE OF RACIALLY POLARIZED VOTING IN LOS ANGELES COUNTY THAT THE COMMISSION CONSIDERED. FIRST, THE COMMISSION'S EXPERT, DR. MATT BARRETO DID AN ANALYSIS OF HUNDREDS OF PRECINCTS, ELECTION RESULTS FOR HUNDREDS OF PRECINCTS IN THE SAN FERNANDO VALLEY AREA AND FOUND STRONG EVIDENCE OF RACIALLY POLARIZED VOTING BETWEEN LATINOS AND NONLATINO VOTERS. IN ADDITION DR. BARRETO, EXAMINED THE BODY OF LOS ANGELES COUNTY COUNTY ELECTIONS AND PROVIDED WRITTEN SUMMARY OF THAT EVIDENCE TO THE COMMISSION. THE STUDIES HE REPORTED ON INCLUDED AN ANALYSIS OF DATA FROM 15 ELECTIONS DURING THE PERIOD 1994 TO 2003 USING DATA FROM THE THIRD SUPERVISORIAL DISTRICT IN LOS ANGELES COUNTY. THAT STUDY LOOKED AT A CROSS SECTION ELECTIONS, INCLUDING PRIMARY, GENERAL, SPECIAL ELECTIONS, INCLUDED LOCAL CANDIDATES, STATEWIDE CANDIDATES AND BALLOT PROPOSITIONS. THE STUDY ALSO EMPLOYED FOUR DIFFERENT STATISTICAL METHODOLOGIES. IT FOUND UNDER EACH OF THOSE FOUR DIFFERENT METHODS ACROSS ALL OF THE ELECTION STUDIED THAT LATINOS ARE POLITICALLY COHESIVE AND PROVIDE STRONG AND CONSISTENT SUPPORT FOR LATINO CANDIDATES AND THAT NON-LATINOS IN LOS ANGELES VOTE CONSISTENTLY AGAINST LATINO CANDIDATES AND ISSUES. ANOTHER ARTICLE REPORTED ON BY DR. BARRETO WAS A STUDY FINDING OVERWHELMING EVIDENCE OF RACIALLY POLARIZED VOTING IN THE VIARIGOSA HAHN ELECTION BATTLE OF JUNE OF 2001. STILL ANOTHER STUDY REFERRED TO BY DR. BARRETO EVALUATED EXIT POLLS FROM THE 2005 MAYORAL ELECTION WHICH SHOWED EXTREMELY STRONG SUPPORT FOR VILLARIGOSA AMONG LATINOS ONCE AGAIN. DR. BARRETO'S SUMMARY ALSO INCLUDED SEVERAL STUDIES SHOWING RACIALLY POLARIZED VOTING BETWEEN LATINO AND AFRICAN-AMERICAN VOTERS IN CERTAIN SECTIONS OF LOS ANGELES. THERE WERE MORE STUDIES INCLUDED IN DR. BARRETO'S SUMMARY AND I DON'T HAVE TIME TO DISCUSS THEM ALL. HIS SUMMARY REFERENCED APPROXIMATELY A DOZEN PUBLICLY PUBLISHED ARTICLES AND STUDIES REFLECTING EVALUATIONS OF POLITICAL COHESION BY LATINOS AND VOTING PATTERNS OF LATINO AND NON-LATINO VOTERS. THE STUDIES COVERED AT LEAST TWO DECADES OF ELECTIONS FROM THE EARLY 1990S THROUGH 2010. DR. BARRETO ALSO PERFORMED STUDIES AROUND THE STATE THAT SHOWED STRONG EVIDENCE OF RACIALLY POLARIZED VOTING BETWEEN LATINOS AND NON-LATINOS IN FRESNO, ORANGE, SAN DIEGO, RIVERSIDE AND SAN BERNADINO COUNTIES. BASED ON THE INPUT OF DR. BARRETO AND IN CONSIDERATION OF THE CASE LAW CONCERNING THE REQUIREMENTS OF SECTION 2 OF THE VOTING RIGHTS ACT, THE COMMISSION WAS ADVISED BY ITS COUNSEL IN WRITING THAT RACIALLY POLARIZED VOTING LIKELY EXISTS IN LOS ANGELES COUNTY, THAT THE EVIDENCE INDICATES THAT A SIGNIFICANT NUMBER OF LATINOS VOTE TOGETHER FOR THE SAME CANDIDATES WHILE NON-LATINOS VOTE IN SIGNIFICANT NUMBERS FOR DIFFERENT CANDIDATES, AND THAT THE COMMISSION SHOULD CREATE SEVERAL LATINO MAJORITY DISTRICTS IN LOS ANGELES COUNTY IN ORDER TO COMPLY WITH SECTION 2 OF THE VOTING RIGHTS ACT. THE COMMISSION CONSIDERED THIS INFORMATION AND ACCEPTED ITS VRA COUNSEL'S RECOMMENDATIONS. MONSIGNOR JOHN MORETTA: GOOD AFTERNOON. I'M MONSIGNOR JOHN MORETTA, THE PASTOR FOR 28 YEARS OF RESURECTION CHURCH IN BOYLE HEIGHTS AND I SPEAK IN FAVOR OF T-1 TODAY. IN MY PARISH, THERE ARE DOZENS OF MURALS THAT DECORATE THE ESTRADA COURTS OF PUBLIC HOUSING. PROBABLY THE MOST FAMOUS MURAL IS THE ONE THAT SHOUTS OUT THE LATINO COMMUNITY: WE ARE NOT A MINORITY. NO MATTER WHAT YOUR VOTE IS, THE LATINO COMMUNITY WILL NOT GO AWAY. T-1 DOES NOT MANDATE A LATINO SUPERVISOR, IT JUST LEVELS THE PLAYING FIELD. THANK YOU FOR YOUR CONSIDERATION.

BRUCE SAITO: GOOD AFTERNOON. MY NAME IS BRUCE SAITO I'M THE EXECUTIVE DIRECTOR OF THE LOS ANGELES CONSERVATION CORPS AND I'M HERE TODAY TO SPEAK TO URGE THE BOARD OF SUPERVISORS TO ADOPT T-1 OR THE S-2 MAP. AS THE HEAD OF THE LOS ANGELES CONSERVATION CORPS FOR OVER 25 YEARS AND THE DIRECTOR OF THE CALIFORNIA CONSERVATION CORPS FOR 10 YEARS, I CANNOT HELP BUT NOTICE THAT THE T-1 AND S-2 MAPS ARE VERY STRONG FROM AN ENVIRONMENTAL PERSPECTIVE. THE LOS ANGELES RIVER, THE SAN GABRIEL RIVER, THE RIO HONDO ALL RUN THROUGH THESE DENSE, POPULATED, INDUSTRIAL AREAS. AND THESE AREAS ARE OBVIOUSLY HEAVY LATINO FAMILIES AND POPULATED BY THOSE FAMILIES AND A STRONG LATINO POPULATION. I BELIEVE THERE'S A DIRECT CORRELATION BETWEEN THE PROPER AND JUST ENVIRONMENTAL ATTENTION BEING PAID TO THESE AREAS AND A LATINA SERVING ON THE BOARD OF SUPERVISORS. PRIOR TO SUPERVISOR MOLINA'S ARRIVAL HERE, THAT JUST SIMPLY WAS NOT THE CASE. I URGE YOUR SUPPORT OF THE T-1 AND S-2 MAPS.
